About this file

This document is an Invitation to Bid (ITB) issued by the Florida Department of Revenue (the Department) for ITB 23/24-61 Envelopes. The purpose of this ITB is to secure competitive bids from qualified vendors to provide the needed envelopes to enable the Department to perform its daily operations. The Department wishes to enter into a contract with a vendor or vendors who can provide all the needed envelopes, including commercial, catalog, and booklet styles of various sizes with various window configurations, both standard and custom, printed and non-printed. The contract period is not specified. Bids are due on July 31, 2024.

The ITB includes detailed pricing information for various envelope categories, including Commercial Envelopes, Booklet Envelopes, Specialty Envelopes, and Bulk Order Pricing. Bidders may bid on some or all envelope categories. The contract award will be based on a weighted calculation that considers the overall average unit cost, as well as additional charges for special window sizes or placements, inside security tint, and rush orders. The Department intends to award a contract or contracts to one or more vendors.

Section 7.12 Price Escalation/De-escalation

Price De-escalation Example:

Year 1 Pricing for a specific envelope = $10.00/M 2010 is the first-year anniversary of the contract Old PPI: January 2009 PPI for Envelopes = 150.3 New PPI: January 2010 PPI for Envelopes = 150.1

Price Escalation / De-escalation Formula:

New PPI / Old PPI = Price De-escalation Rate “Old Price” x “Price De-escalation Rate” = New Price

Calculation: 150.1/150.3 = .999 (rounded) Price De-escalation Rate $10.00 x 0.999 = $9.99 New Price (rounded to nearest tenth of a cent) Year 2 New Pricing for a specific envelope = $9.99/M Therefore, the factor to adjust prices for the items would be – 0.999% (neg.) for Year 2.

Please note that pricing will be adjusted on an annual basis on the yearly anniversary of the contract. The adjusted price will be effective for the next contract year. Once a price has been established for all items at the beginning of a contract year, the pricing shall be in effect for the entire contract year, unless both parties mutually agree on another adjustment. Should pricing not be adjusted on the yearly anniversary of the contract, the old PPI for the calculation will default to the May Producer Price Index of the year prior to the requested adjustment.

Requests for an annual increase shall be submitted in writing by the Contractor to the

Department’s Contract Manager within thirty (30) days prior to the anniversary date of the contract. Requests for either an increase larger than what the PPI indicates, or additional adjustments during a contract year must be submitted in writing by the Contractor to the

Department’s Contract Manager and shall include documentation that substantiates the

Contractor’s assertion that an increase is warranted. Such documentation may include certified letters from suppliers, mill manufacturers or freight companies attesting to actual cost increase to the Contractor. The Department reserves the right to deny a request for a delivery extension and/or to order from another source if there is a critical need for the Department.
