About this file
This Addendum #1 to Invitation to Bid (ITB) 23-013 issued by Salem Area Mass Transit District (SAMTD) provides clarifications and responses to bidder questions regarding a remodeling project of the call center and conference room at SAMTD's Del Webb Admin Building in Salem, Oregon. The project scope includes labor, materials, and construction services to remodel the specified spaces, with contractors required to obtain permits, provide architectural plans necessary for permitting, and supply electrical power while SAMTD handles all low-voltage and in-house electrical work. A rough sketch (not to scale, not an engineering drawing) is provided as Exhibit C. The pre-bid conference was held on March 23, 2023, with the bidder question submission deadline of March 27, 2023 and addendum issuance on March 31, 2023. The solicitation closing date was April 11, 2023, with an estimated Notice of Intent to Award on April 14, 2023 and contract award/Notice to Proceed on April 24, 2023. The project schedule calls for Substantial Completion on or before June 23, 2023, and Final Completion on or before June 30, 2023, representing approximately nine weeks; however, SAMTD indicated openness to discussing timeline adjustments if necessary. The space is unoccupied, eliminating concerns regarding construction phasing during operational hours, and bidders were permitted to schedule site visits between 8:00 AM and 3:30 PM, Monday through Friday, by appointment.
The project requires compliance with minimum ADA egress regulations, inclusion of a commercial door with quarter-light window (not required to match existing doors), and coordination with SAMTD maintenance, transportation, and operations departments. All contractors must be licensed by the State of Oregon, maintain applicable permits and licenses, and comply with OSHA regulations and all applicable federal, state, and municipal safety and building codes. Bonding was listed as "Reserved" for this procurement. The addendum includes exhibits containing the pre-bid meeting agenda, attendance sheet, and the rough drawing sketch. No pricing information, set-asides, incumbent status, or specific funding amounts are detailed in this addendum document.

ITB 23-013 – Addendum #1
SALEM AREA MASS TRANSIT DISTRICT
INVITATION TO BID
ITB 23-013
DEL WEBB ADMIN BUILDING REMODEL – CALL CENTER /
CONFERENCE ROOM
ADDENDUM #1
Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to ITB 23-013.
The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all proposers:
1. Question: The solicitation does indicate that there are plans, however, none were attached;
are there current plans in place?
Response: There is a rough drawing attached to this Addendum as Exhibit C. It is NOT to scale and not an engineering drawing. It is simply a sketch of the planned work.
2. Question: Does the contractor have to worry about what people can see during the construction?
Response: The space isn’t currently occupied by anyone, so no need to worry about 8a-5p schedule or the condition of the space throughout the project. The building is operational, but the space where the construction will take place is not.
3. Question: Will you need an egress?
Response: Yes
4. Question: Do you have measurements for the egress?
Response: Please build to minimum ADA regulations.
5. Question: Do you want the doors to match with existing doors?
Response: No, as long as it has a quarter-light window.
6. Question: Will the power need to be supplied by the contractor?
Response: Yes. SAMTD will run all low-voltage.
ITB 23-013 – Addendum #1
7. Question: Will the contractor need to add electrical?
Response: No, SAMTD will do the electrical work in-house.
8. Question: A description of work is included at the beginning of Part 2 of the ITB. It lists “Architectural plans needed for permit and permit fees.” Item 11.B on Page 10 of the ITB indicates the bid documents include, “Scope, Drawings, and Specifications for the Project.” The bid documents posted at Eugene Builder’s Exchange don’t include plans. Are architectural drawings required or will they be provided?
Response: SAMTD does not have any architectural drawings. There is a rough drawing attached to this Addendum as Exhibit C. It is NOT to scale and not an engineering drawing. It is simply a sketch of the planned work.
9. Question: Part 1 / Section 2 of the Instructions to Bidders (ITB) states the NTP date is 4/24/23 and Substantial Completion is 6/30/23,which is roughly nine weeks. Elsewhere, the ITB indicates the bidder is required to obtain permits. Although 9 weeks is typically sufficient TI construction work, the timeframe for obtaining required permits varies, and will almost certainly encompass enough of the nine weeks to leave insufficient time for the work to be performed. If architectural services are also included, the entire nine weeks could elapse prior to permit issuance. Are the project milestone dates changeable?
Response: SAMTD is open to discussing timelines, if necessary.
10. Question: If architectural services are included in bid scope, how will the project’s design objectives, guidelines, and constraints be communicated to bidders?
Response: SAMTD will post any updates in an addenda, if necessary.
11. The Agenda for Pre-Bid Conference that was held on 3/23/2023 is attached as Exhibit A to this Addendum.
12. The Attendance Sheet for the Pre-Bid Conference that was held on 3/23/2023 is attached as Exhibit B to this Addendum.
13. Drawing is attached as Exhibit C to this Addendum.
All other specifications and terms and conditions remain unchanged.
