About this file
This document is a clarification response from Clackamas County, Oregon, addressing questions submitted by interested bidders regarding Invitation to Bid #2025-72 for a Wild Trout Timber Sale Unit #3. The response provides critical guidance on buffer zone placement, road construction materials, rock requirements, payment schedules, and equipment access. The county clarified that flagged unit boundaries define the cutting areas with buffers marked to their correct widths, pit run rock is acceptable as base material in place of six-inch jaw run, and spot rocking requirements apply to potholes and areas experiencing subgrade breakdown during operations. The logging completion deadline has been extended to December 30, 2027, with the initial payment of the total bid price due by June 30, 2027, based on the county's net cruise volume estimate.
The payment structure stipulates that final reconciliation will occur based on actual scale volumes from third-party scaler tickets, with purchasers paying any difference if actual volumes exceed estimates by December 30, 2027, or receiving reimbursement by January 30, 2028, if actual volumes are lower. The county corrected a clerical error identifying the White Wood minimum bid price as $273.56 rather than $173.59 as stated in one exhibit. Additionally, the response notes ongoing coordination with the project forester regarding site access, gate security, and pre-harvest buffer refreshing. This clarification document serves as an addendum to the original ITB and does not alter the published solicitation terms.

Invitation to Bid #2025-72
Wild Trout - Timber Sale- Unit #3
RESPONSE TO CLARIFYING QUESTIONS #1
October 28, 2025
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the ITB as published.
1. On Page 6 of the prospectus it says that a 50-110’ buffer will be left along the unit boundary. Is that buffer outside the flagged unit boundary or inside? And if it is inside, how would the loggers determine when to leave 50’ vs 110’?
Answer: The Buffers are all marked to their correct width, so the flagged line is the cutting boundary. The Forester will refresh them just before any cutting takes place.
2. The only local rock source I found was Mt Hood Rock Products and they do not offer a 6” Jaw Run. Would the county allow a pit run rock to be used as base rock for the new construction instead?
Answer: Pit run will be acceptable, talk to the Forester before rocking begins.
3. Is there an estimate of how much spot rock will be required on the haul route prior to us hauling? Just the areas with potholes or more areas?
Answer: Spot rocking is for the potholes before the start of the harvest and then wherever it is needed if the subgrade starts to break up during the operation. This would include any areas where the equipment is working or running up and down the rocked roads. The goal is to have a nice road when done so it is ready for the nest harvest entry.
4. In the Payment Schedule area it states that we have to pay the total bid price or at least the price based on our bid and the county cruise by June 30, 2027 but it doesn’t say we have to complete logging by this date. Would it be possible to extend the logging completion date to end of 2027 and pay whatever is needed by June 30, 2027?
Having the rest of 2027 to be able to log would make this sale much more attractive.
Answer: The County is willing to allow for the completion date to be December 30, 2027, providing that the total bid price based on the net cruise volume estimate is received by June 30, 2027. A final reconciliation payment/refund would be done before the completion date. The total sale will be based off actual scale volumes from the third-party scaler tickets. If actual scale net volume is more than the bid estimate net cruise volume then the purchaser will pay the difference to the County by December 30, 2027. If the scale net volume was less than the bid estimate net cruise value then the County will reimburse the purchaser the difference by January 30, 2028.
5. More of a heads up than a question but we went to look at this sale on Monday, October 27th and the White gate that was supposed to have a combo lock had 3 locks requiring keys and no combo lock and the orange gate that was supposed to have a combo lock had no lock on it.
PH: 503-742-5400 WWW.CLACKAMAS.US
Answer: We wonder if someone else was looking at the sale and has the locks in their vehicle. The forester will check in on it. Thank you for the heads up.
6. The Exhibit A has the White Wood minimum bid price at $273.56 and the Exhibit A has it at $173.59. Which one is correct?
Answer: $273.56 is the correct minimum bid amount which is on the actually bid sheet. We apologize for the clerical error. Please see Addendum #2.
