Addendum 2 The following questions have been received for the Russell Harber Dock Replacement Project. Please see the attached documents and revised plan sheets for the project.
1. Has the existing aluminum gangway been inspected for structural integrity and compatibility with new composite pile spacing and dock elevation? The gangway has been visually inspected and is in acceptable condition. Hinges and aluminum ramp shown in plans will need to be fabricated and installed by contractor.
2. Are environmental permits from FDEP, USACE, and FWC finalized, including any seasonal work restrictions for protected species? The project received an exemption from FDEP and USACE permitting. Contractor must follow all PDCs for in-water work and “Standard Manatee
Conditions for In-Water Work – 2011”. USFWS seasonal work restrictions are in effect from late
April – early June (June 15th), and late October – early December due to Gulf Sturgeon migration.
There are no concerns with pile driving during summer months.
3. What are allowable pile driving windows to minimize noise impacts on marine life? Follow requirements for category A pile driving, per JAXBO 2017, and answer to question #2.
4. Confirm tidal elevation benchmarks and coordinate reference datum for construction layout.
Survey was conducted in US State Plane FL N, NAD 1983. USGS benchmark P 165 was held and a control point was set on site for contractor use. Elevations are given in MLLW datum.
5. Verify availability and lead time for 13” Seapile composite piles; is substitution acceptable?
Substitution is acceptable as long as all specifications and warranties are met or exceeded.
Sourcing and purchasing of materials is contractor’s responsibility.
6. Will the floating dock system require ADA-compliant gangway slope at extreme low water? No, the dock and gangway will be restored to pre-hurricane condition, not specifically improved to meet ADA compliance.
7. Is there sufficient staging area onsite for stone and riprap stockpiles without encroaching public access? It is contractor’s responsibility to make the final determination, however there are possible stockpile locations shown on sheet C1.0. Alternative locations will be reviewed by City.
8. What are the existing subsurface conditions at proposed pile locations; any obstructions?
Subsurface conditions are unknown, but possible riprap and minor obstructions could be encountered. See specifications for pile driving requirements.
9. Confirm salvageable riprap quantity and quality sufficient to meet specified reuse volume. Exact quantity of salvageable riprap is unknown. No specified reuse volume was provided. Contractor is responsible to reuse riprap that meets specifications, and export unsuitable material.
10. Is a turbidity monitoring plan required during pile driving and stone placement? No.
11. Are there utilities beneath the driving lane that could be impacted? No known utilities are beneath the driving lane. Contractor shall perform utility locate prior to pile driving.
12. What warranty requirements apply to composite piles and dock hardware? 1 year construction warranty shall apply, plus any additional manufacturer warranty. Composite piles shall not rot, splinter, decay or suffer structural damage directly from termites or fungal decay under normal use for a period of (50) years from the date of purchase.
13. Is temporary dock access for park users required during construction? One boat launch lane shall remain open during construction. If needed, a full closure plan may be submitted to the
City for review.
14. Clarify method of measurement and payment for mobilization percentage. 50% of mobilization line item may be billed once equipment is mobilized to site. 25% percent may be invoiced during construction, and the remaining 25% may be billed once equipment is removed from site.
15. What testing and documentation are required for geotextile and stone material certifications?
See specifications for material requirements.
16. Detail 1/C2 indicates a pile cutoff elevation of +20.00. Is there a required minimum tip elevation for the piles, minimum embedment or any pile capacity requirement? Target cutoff elevation has been revised to +15 feet MLLW (55-foot overall pile length), target tip elevation = -40 feet
MLLW, minimum embedment = 22 feet below river bottom. Reference revised drawings.
17. Can the piles be installed using a vibratory hammer? Yes. Pay close attention to pile specifications. Pile tips, if required, are incidental to bids.
18. Is there a prebid for this project? No.
19. Is the existing riprap to be completely removed to allow for the fabric and bedding stone to be installed and then replaced? Yes, this will also allow existing riprap to be sorted as suitable or unsuitable for reuse.
20. Can the existing trees and vegetation be trimmed for access to the riprap area or is it the City’s intent for this scope to be performed from the water? Contractor shall confirm minor trimming with the City, however no major trimming or tree removal will be approved. Roots must be protected during construction activities. Work can be performed from the water or by small equipment on land.
21. What is the budget? The City does not have a firm budget at this time.
22. Do you have as-built drawings? See attached as-built drawings with previous permitting information. No specific as-built dock drawings exist.
23. Do you have FDEP and Corps permits to review? The project received a permit exemption from
USACE and FDEP. See attached exemption letter for review and incorporation into the contract documents. Note all work restrictions in the letter.
24. Does the dock have a live load requirement? Adhere to ASCE MOP 50. For pedestrian live loading, 40 psf minimum is required.
25. What dock decking is required? Aluminum to match existing.
26. What dock floats are required? HDPE to match existing.
27. Could you provide clarification if it is a new system attaching to an existing gangway, or a new system which will utilize and connect to an existing Gator floating dock. Both existing dock sections will be replaced, and the new dock sections will connect to the existing gangway.
Existing dock sections shall become the property of the Contractor and properly removed from the Site.
28. Are there any liquidated damages? Yes. $500 per day until substantial completion is obtained.
29. What is the estimated completion time? Start date is dependent on material availability, but work is anticipated to be complete within 3 weeks after start. Work shall be substantially completed by September 30th, 2025.
