About this file

This document is an Attachment to an Invitation to Bid (ITB) published by the Oregon Department of Administrative Services (DAS) - Procurement Services division to solicit qualified bids for the supply of Tires, Related Products and Services. The ITB requires bidders to submit a Certified Disadvantaged Business Outreach Plan, detailing their efforts to ensure certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses have an equal opportunity to participate in subcontracting opportunities. Bidders must indicate if they are a certified firm, provide a list of certified firms they have worked with in the last two years, and describe the steps they will take to solicit certified firms if awarded the contract. The ITB also requires bidders to report the identity and value of subcontracts awarded to certified firms if they are selected.

The ITB does not specify any item quantities, response dates, award dates, or contract term. However, it does state that certified firms must have an equal opportunity to participate in the performance of contracts financed with state funds. The document also notes that the information submitted in response to the certified disadvantaged business outreach plan will not be considered in the evaluation of bids.
