About this file
This document is an Invitation to Bid (ITB) for pre-commercial thinning services in the Astoria District of Oregon, issued by the Oregon Department of Forestry (ODF). The ITB covers five areas totaling 931 acres: Quartz (138 acres), North Fork (136 acres), Plympton (347 acres), Astoria (176 acres), and Simmons (134 acres). ODF intends to award the contract to the lowest responsive and responsible bidder. The agency reserves the right to remove or add acres or line items during the intent-to-award phase in order to align the work with its budget. Payment will be based on the unit prices submitted, and no additional expenses will be reimbursed. The total bid amount will be calculated by multiplying the estimated quantities by the unit prices. ODF will award the contract to the bidder whose bid best serves the agency's interests, taking into account price as well as other factors such as experience, expertise, and contractor responsibility.
The pricing requirements stipulate that bidders must provide unit pricing for all items listed, and failure to do so may result in bid rejection. ODF will not reimburse any expenses or mobilization/demobilization costs. The agency reserves the right to award all, part, or none of the bid items, whichever is in its best interest. The pre-commercial thinning services are required in Clatsop County and the City of Astoria, Oregon.
