ITB 00002408 - DEKA Brand Batteries Summary
This Invitation to Bid (ITB) issued by the City of Portland, Oregon on August 29, 2024, solicits proposals for the supply of DEKA "Gold" series or above automotive batteries for the City's Fleet Division. The procurement seeks a sole-source brand requirement for DEKA batteries from East Penn Manufacturing or authorized distributors/resellers to standardize fleet maintenance and minimize vehicle downtime. Bids are due by September 12, 2024, at 4:00 p.m. local time via electronic submission through the City's BuySpeed procurement portal. No pre-bid meeting or site visit is scheduled. Award will be made to the lowest responsive and responsible bidder based on delivery ability and bid pricing. The contract term begins upon execution and extends through a date to be determined by the City, with an option to extend for additional years as specified. Quantities are not specified in the ITB, as purchases will be made on an as-needed basis from the City of Portland and potentially other public agencies through intergovernmental cooperative purchasing provisions.
Bidders must submit firm, fixed unit prices for all DEKA 12 Volt batteries listed (Ultimate Group, Gold Group, and Heavy Duty Commercial Service Group), indicating the percentage markup above manufacturer's cost, core charges per battery, applicable discounts or rebates, restocking charges, and delivery time in calendar days from order receipt. All pricing must be FOB destination freight prepaid with transportation and handling charges paid by the bidder. The City's standard payment terms are Net 30 days via electronic funds transfer through the ACH network. No bid bond is required. Taxes shall not be included in bid pricing. For purchases under $150,000, the City prioritizes local Portland-based businesses meeting state and local contracting requirements. The contract requires compliance with City sustainability objectives, Equal Employment Opportunity certification, Equal Benefits Program compliance, and business license tax registration. Successful bidders must extend identical pricing and terms to all public agencies and provide quarterly usage reporting for both City of Portland and other public agency purchases.
