About this file

This is a Sole-Source Notice (IT1056-22) issued by Marion County, Oregon's Information Technology Department for the continued acquisition of unified communications solutions from Cerium Networks. The procurement seeks supplies and services for incremental purchases, installations, and maintenance of the Avaya IP Office with Enghouse Contact Center software to support Marion County's multiple call centers, including the PCC Youth and Family Crisis Center, Centralized Intake, and IT Service Desk, as well as core voice mail applications at the County Courthouse, Health and Human Services Building, and Marion County Jail. The estimated total cost is $100,000, with a contract period extending from approval through June 30, 2023. The response deadline for interested vendors is 12:00 PM on January 13, 2022, with inquiries directed to Toby Giddings at tgiddings@co.marion.or.us.

Marion County justified this sole-source procurement based on compatibility requirements under MCPCR 20-0275(2)(a), determining that efficient utilization of the County's existing Avaya infrastructure and out-of-support PBX system requires continued partnership with Cerium Networks for consistent and efficient resource management. The County has issued sole-source notices for this vendor periodically since June 2018 (IT406-18, IT588-19, IT736-20, and IT937-21) and received no competitive responses, supporting the determination that only Cerium Networks can provide the necessary compatibility and integration with Marion County's legacy Avaya and Enghouse systems.

Cerium Networks Unified Communications Solution

BACKGROUND:

Cerium Networks is the provider of a unified communications solution based on Avaya IP Offices and Enghouse Call Center system that integrates the existing Marion County Avaya (formerly Nortel) PB telephone voice and data infrastructure environment. Marion County operates multiple call centers including the PCC Youth and Family Crisis Center, Centralized Intake, and IT Service Desk. Additionally, Cerium installed and supports the core Marion County Avaya Aura Voice Mail applications and CS1000 Call Pilot located in the County Courthouse, Health and Human Services Building, and Marion County Jail.

The Enghouse Interactive’s integrated suite of solutions includes multi-channel contact center, self-service, attendant operator consoles, and workforce optimization. By continuing to use Cerium Networks for call center systems, Marion County builds upon existing infrastructure to extend a cohesive communications feature set throughout the entire organization. The County currently relies on an out of support Avaya (formerly Nortel) PBX system that does not allow contact center software to be installed directly.
