About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by Portland Community College (PCC) for the SE Campus MDF HVAC Replacement Project. The purpose of the ITB is to remove and replace the HVAC systems serving the SE Campus MDF Room. The addendum provides key information, including the attendance record of the mandatory pre-bid conference, two substitution requests and PCC's decisions, questions and answers, and details for the public bid opening. The bid closing date remains unchanged at February 3, 2022 at 2:00 PM Pacific Time.
The substitution requests were for the outdoor and indoor HVAC units, which PCC approved with some noted conditions. PCC also provided photographs of the existing roof area and access, and answered questions related to the controls scope, existing equipment disposal, temporary HVAC, and potential COVID-19 impacts. The public bid opening will be held on February 3, 2022 at 2:05 PM Pacific Time via Zoom teleconference.

QUESTIONS AND PCC’S ANSWERS TO THOSE QUESTIONS
ITB – SE CAMPUS MDF HVAC REPLACEMENT
PCC has received the following 12 questions, and is providing the answers below. The last item is an informal substitution request, and PCC’s decision to that request also is provided.
Question 1: Please confirm that the controls scope- inclusive of wiring and programing will not be in the scope of the Prime contractor and will be handled by the owner separately.
PCC’s answer to Question 1: Confirmed and correct.
Question 2: Please tell us the full name of “N.C.C” responsible for the controls work.
PCC’s answer to Question 2: Northwest Control Company
Question 3: Will NCC post balance the system? We were assuming that the prime would conduct a pre-balance.
PCC’s answer to Question 3: The prime should hire certified TAB firm to include the pre and post balance as part of their scope.
Question 4: Is the expectation to salvage any of the AC unit being removed from the roof or can we dispose of it?
PCC’s answer to Question 4: Bidders shall cast their bid based on the understanding the selected contractor will remove and dispose of the AC units.
However, PCC reserves the right to discuss any salvage of the existing AC units and the duct work as a possible Change Order with the selected contractor.
Question 5: Will we be able to stage a crane to remove the AC unit from the roof?
PCC’s Answer to Question 5: Yes. The interior parking lot will be a good place to stage a crane.
Question 6: Please provide pictures of the existing roof area for reference.
PCC’s answer to Question 6: Pictures and notes of the roof area, and the roof access are provided as attached to this Addendum #1.
Question 7: May we assume that there is no drywall or painting scope within this project?
PCC’s answer to Question 7: Correct. No drywall, nor painting is part of the project scope of work.
Q&A Continued on Next Page
QUESTIONS AND PCC’S ANSWERS TO THOSE QUESTIONS
ITB – SE CAMPUS MDF HVAC REPLACEMENT
Question 8: What Is the desired extent of protection desired for the data racks?
PCC’s Answer to Question 8: Electronics are to remain active for the duration of the project. The protection required would provide safety from physical damage while allowing the equipment to be properly ventilated. Assuming all the servers will remain active during the construction, and all the electronic equipment will need to be protected would still allow the heat to be ventilated.
Question 9: What is the expectation for temporary HVAC service in this space?
PCC’s Answer to Question 9: Temporary service has already been provided by PCC with the Move and Cool Units.
Question 10: Is it assumed that should there be any long lead items that the final completion date may shift?
PCC’s Answer to Question 10: PCC would like to avoid delays but understand there are procurement and supply chain challenges. We will work with the selected contractor to resolve these challenges and may adjust our project completion date.
Question 11: Is it agreed that substitutions for material that may arrive earlier to avoid long lead items be reviewed/considered?
PCC’s Answer to Question 11: Yes, substitutions will be considered from the selected Contractor to avoid long lead times, but will need to be approved by the engineer and PCC.
Question 12: If there is a COVID-19 shutdown in the school unrelated to the prime contractor's work will they also be required to pause work?
PCC’s Answer to Question 12: A pause in work will depend on the situation and will be discussed, should the need arise, with the selected contractor and PCC.
Informal Substitution Request:
Table 2 on sheet E1.2 specifies that the conduit for these circuits will be “RMC”. I would like to propose that we substitute Electrical Metallic Tubing (EMT) for all locations where the raceway is not subject to severe physical damage.
PCC’s decision as to this request: PCC would accept EMT in the building. On the roof where the conduit is subject to weather and variable conditions, we require RMC.
