About this file

This is Addendum 2 to the IT Recruiting and Consulting Services solicitation (IT-23-001) issued by the Salt River Pima-Maricopa Indian Community. The addendum clarifies and modifies specific sections of the original RFP, which solicits vendors to provide IT staffing recruitment, consulting services, and on-call staffing support across multiple service categories including PeopleSoft consulting, software development consulting, and staff augmentation for various IT positions. The original RFP was posted on January 25, 2023, with a proposal deadline of February 10, 2023. A pre-proposal meeting was held prior to the issuance of this addendum. The Community plans to award multiple contracts to qualified vendors; the number of task orders to be released annually is unknown at this time.

Key modifications and clarifications in the addendum address proposal submission requirements, evaluation criteria, and contract terms. Vendors must submit Appendices C (Client References) and D (Non-Collusive Affidavit), with three to six client references required; resumes are optional. Oracle Partnership or Certification information should be provided but is not mandatory. Electronic signatures are permitted, and proposals may be submitted electronically. The estimated budget is listed as TBD, and there are no small business, disadvantaged business, or minority business enterprise goals associated with this engagement. No cooperative purchasing language is included, though buyout fees for permanent placement may be negotiated and should be included in pricing if required. The SRPMIC Business License ($105 first year, $80 annually) is required only post-award. Schedule D (Risk Management, Third Party Audits) of the Master Agreement does not apply to this solicitation. Appendices E (NDA) and G (BAA) are not required with the proposal but will be mandatory if a contract is awarded. All awarded vendors must enter into new contracts with SRPMIC rather than utilizing existing agreements.

If you required a buyout fee, include that with your pricing.

Yes, only Hiring Managers within the IT Department. Typically hiring managers reach out to the recruitment company based on their needs. We’re open to scheduling quarter reviews with awarded vendors on open positions, any assistance needed in recruiting staff or consultants, etc.

2.27 Will all openings go to all awards vendors, or can county employees choose to work with only certain awarded vendors?

It depends (1) on areas recruitment firm specializes on. For example, we won’t send an opening to recruitment firm for a Desktop Specialist if all they do is specialize in PeopleSoft candidates. (2) Will be up to the discretion of the Hiring Manager. (3) Recruitment performance (ability to find qualified candidates) in providing qualified candidates might be leaned on more than others.

In your proposal let us know of any exceptions you have to our Agreements. You can simply list the sections and tell us what you take exception to.

You can mention other IT related categories you cover if you choose to, but please focus on the ones we have asked for. Keep in mind that the only user of this contract will be the IT Department.

IT-23-001 Addendum 2 6

2.30 Are they all full-time roles or temporary roles?

Both. If we are looking for a contractor, then it’s for a specific project and specific time frame. We are also looking to fill vacant permanent positions (can be direct hire or contract to hire.)

2.31 For Section 12.0 Appendix H, Can we get more detail on how the SLAs are calculated along with any penalties associated with noncompliance? Are these SLAs only for the recruiting portion of the solicitation?

SLA’s are listed as a guideline, if you have your own, please include with your proposal.

2.32 We assume that we can respond to all or part of the solicitations. i.e., we can provide a response to only the People Consulting Services portion of the solicitation. Is this correct?

Yes, you can respond to as few or many categories as you choose.

2.33 For section 1.3.1.2, what Oracle/Partnerships certifications are required?

None. Please refer to Section 1.1 of this Addendum.

$105 for first year, $80 each additional year. Process will be explained to vendors that are awarded contract.

2.35 On page 16, the last two bullet points describe the client’s discretion to remove resources and not pay for those resources under specific conditions. Do these terms apply to all the services being requested or just the recruiting services?

Please note the following statement, “If in the event client is billed, Vendor will refund any and all fees paid by client. All such refunds will be paid to client within (30) business days of termination.” This was meant to refer to a scenario where we had prepaid for services. For example: We prepaid for 4 weeks and a candidate quits after 1 week. In that case we would be entitled to a refund of 3 weeks.

2.36 Understanding that you are looking for 3 references, are you also requiring us to provide resumes as well?

We are looking for references for your firm. Please do not send candidate references.

Resumes are optional.

We perform HR and Financials upgrades on a regular basis. HR and FIN is upgraded every other year. We alternate between the two, HR one year, FIN the year after, HR the year after, etc. Another areas of focus this year is GT Forms and expanding Company Directory (to replace a current solution). Other areas of focus in the future might be Inventory, EPAR and Contracts.

2.38 Item 1.5.1: if we are an existing vendor with SRPMIC, will we be required to enter into new contracts or is it possible to use our existing ones (where applicable)?

IT-23-001 Addendum 2 7

As new contract will be required. We are trying to align all recruitment firms to renew at the same time.

2.39 Item 1.7.1, Pre-Proposal Meeting: We found out about this RFP after the Pre-Proposal Meeting.

Is there a recording of that meeting that you’re able to share?

No, but Addendum 1 contains the Q&A from the Pre-Proposal meeting.

2.40 Item 2.4.1.8, Fee Structure: For PeopleSoft Consulting Services and Software Development Consulting Services, are you looking for a rate card or is there a specific scope of work that you’d like vendors to estimate?
