All wastes managed under this PWS (Performance Work Statement) shall be considered in accordance with (IAW) the CER (European Waste Catalogue/Catago Europeo dei Rifiuti)/EWC.

A chemical analysis is required to identify and assign the correct CER/EWC code for collected refuse in accordance with paragraph 1.1.1.3 Chemical Analysis.

1.1. Collection Requirement

1.1.1. Main Base. Municipal Waste will be sorted IAW applicable CER/EWC using the appropriate containers to minimize refuse contamination to the maximum extent possible. The contractor shall ensure each category of waste and recyclable materials (Appendix B) are collected separately from each other and sorted using the appropriate containers. All containers shall be provided. The contractor shall ensure containers do not exceed 80% fill capacity at all times. The contractor shall provide small household type battery containers within Dormitories, Temporary Lodging Facilities (TLF), Commissary, Visiting Quarters, Base Exchange (BX), Shoppette and schools.

1.1.1.1. Municipal Solid Waste. The Contractor shall empty refuse containers based on historical data for the first thirty (30) days of contract performance or at least weekly. The Contractor shall establish and submit initial vehicle routes and collection schedules for approval to the CO and Contracting Officer Representative (COR) at the pre-performance conference. Waste collection schedule will show container size and locations, routes, and waste pick up frequencies. The contractor shall monitor fill capacities during the first thirty (30) days of performance to determine if adjustments to container size, routes, or frequencies should be made to provide the minimum number of pickups necessary to maintain a healthy, vector-free environment and prevent waste container overflow. No changes are allowed to the schedule or haul route without CO or COR coordination. When the Contractor completes service at a location there shall be no litter, waste, or recyclable material on the ground within a three (3) meter radius of the container.

1.1.1.2. Prohibited Items. The contractor must only accept materials listed in Appendix B. If material that is not listed on Appendix B, or prohibited material is found, the contractor must contact the COR immediately.

Waste streams that may be designated with a hazardous or non-hazardous European Waste Code shall be analyzed prior to transferring the first waste shipment to recycling or disposal facility. Thereafter, waste streams will be analyzed annually or when the waste generating process changes significantly. Chemical analysis will be at contractor’s expense (no additional cost to the Government). The contractor must provide all sampling results to the COR within five (5) business days of receiving the results from the qualified laboratory.

1.1.1.4. Food Waste. The contractor shall empty containers used to dispose of food waste as necessary to maintain a healthy and vector free environment. When the Contractor completes service at a location, there shall be no food waste on the ground within a three (3) meter radius of the container.

1.1.1.5. Recycling. The Contractor shall empty recycling containers based on historical data for the first thirty (30) days of performance or at least weekly. The Contractor shall establish initial vehicle routes and collection schedules upon contract award. Container size, locations, routes, and frequencies should be established to provide the minimum number of pickups necessary to maintain a healthy, vector free environment and prevent waste container overflow. They are to be submitted to the CO and COR at the pre-performance conference. The Contractor may propose adjustments to the schedule at any time, but as a minimum, the COR and contractor shall monitor fill capacities during the first thirty (30) days in accordance with paragraph 1.1.1.1. When the Contractor completes service at a location, there shall be no litter, waste, or recyclable material on the ground within a three (3) meter radius of the container.

1.1.2.3. Container Relocations: The Government may request relocation of containers. The request will be made in writing and the container will be relocated within three (3) business days.

1.1.3. Inclement Weather Schedule. The contractor shall collect waste and recyclable material even during periods of inclement weather. In cases of severe weather, the CO may authorize exceptions. When exceptions are granted all missed collections shall be performed within one (1) business day after the severe weather has terminated, unless the CO authorizes additional time.

1.1.4. Route Parameters. The contractor shall propose routes to the base through the LVIS Gate to the CO and COR for acceptance. (refer to para 1.1.1.1.) All trucks will be inspected at Gate 8 on Area F (LVIS Gate) before entering the Base (Area F) and if the Area to be serviced is geographically separated (Areas A1, C, D, E and G), Military Government Escort will be provided from Gate 8 to Areas A1, C, E and G.
