SOLICITATION FA568222R0002: Q&A

1. As far as Section I, L.3.1.2 is concerned, it is asked to fill in and sign the SF1442: this form was not found among the documents, but only the SF1449

This is a clerical mistake contained in the solicitation. Each Offeror shall consider that each “SF1442” contained in the documents shall be intended as “SF1449”.

2. Section II - Prices:

an Excel sheet with a service list is required, duly filled in 25 pages

- Is it necessary to use the Excel file “Pricing Breakdown” provided or to create a similar one? If the one supplied must be used, it cannot be 25 pages in A4 format, but there will be more pages.

Each Offeror shall submit the price proposal using the attached “Pricing Breakdown”.

Please refers to the image here below as printing option to be compliant with the 25 pages requirement.

3. Section III Certifications and Authorizations:

a 75 page file is required

-All the required documents make up a file with a larger number of pages, in this case, what is it correct to do? Is the first page per document enough?

Please submit the proper documentation that allow us to perform the evaluation. The only documents that shall be contained in the 75 pages file are those listed in Paragraph L.3.3.

of Section L.

4. Point L.2.10

A concise translation of all official and certified documents not in English is required

- Is it enough to make a self-declaration in English for each document, certifying that it reflects what it is required, or is it enough to translate the first page of each document?

If the Offerors are not able to provide an official translation of the documents, they can provide a concise translation of each document reflecting what is required by the solicitation.

5. Deliveries or Performance page 24 of Solicitation FA568222R0002

Address and contact person are required, in the table

-What data have to be entered?

Each Offeror shall enter its company address and POC.

6. with reference to the letter “M.3.4. Factor IV: Past Performance" of the document

"Solicitation Section M", we would ask to explain the meaning of the sentence “the Offeror was solely responsible for the entire yearly service performance": we have to consider only the contracts when the Offeror is the only contractor, as a single company, or we can also consider the contracts where the Offeror deal as a “members of a temporary grouping of companies” and so consider exclusively the services directly performed by the Offeror inside the group.

We ask even if it is possible to use the availment contract as per art. 89 D. Lgs. 50/2016

(Public Contracts’ Italian Code) and European Directive art. 47, 48 n. 2004/18/CE. This is contract permit to the contractor to satisfy economic-financial and technical requirements thanks to requirements that someone else hold and provide about the contract.

Using the sentence “the Offeror was solely responsible for the entire yearly service performance" we are going to evaluate only the contracts where the Offeror is the only contractor and, as a consequence, the only responsible company for the execution of the services.

All work submitted as past performance must have been completed entirely by the entity submitting the proposal under this solicitation.
