The primary mission of the PEO is to deliver innovative, relevant, and dependable Special Operations-peculiar software and data capabilities for the Special Operations Forces (SOF) warfighter to achieve information dominance and win in a complex environment. PEO SDA serves as USSOCOM’s trusted experts for delivering on demand software and data capabilities. Multiple Program Management Offices under PEO SDA require support for the goal of product adoption, furthering USSOCOM’s efforts to deliver modernized software capabilities rapidly and efficiently.
2. BACKGROUND
USSOCOM Integrated Survey Program (ISP) Digital Transformation seeks Industry innovation in the automation and modeling of geospatial data utilizing advanced technologies such as artificial intelligence, machine learning, and computer vision. ISP requires the development and integration of functional capabilities and enhancements using mobile collection technology in support of geospatial survey collection, production, dissemination and continuous innovation of the existing data centric, software-intensive system. This includes the use of automated tools and workflows with technologies to enable survey data generation and geo-registration, as well as correlation of 2D and 3D geospatial data by multiple providers and/or sensors capable of integrating geospatial data to enable rapid 3D modeling and dissemination to individual Special Operations Forces (SOF) operators at the tactical edge. Survey data packages contribute to a global SOF-unique, standards-based geospatial data foundation.
2.1 SCOPE:
HQ USSOCOM is seeking information from qualified sources to support the Integrated Survey Program (ISP), who produces detailed tactical planning data of US Diplomatic Facilities and select vessels, ports, and harbors for missions involving national interests. ISP is leading efforts to deliver modernized software capabilities rapidly, accurately, and efficiently using Agile software development methodology.
This contract shall provide support on a deliverable basis with a roadmap and delivery schedule as agreed to by the contractor and government over the course of the contract performance with all deliverable requirements being fixed, but some deliverable schedules being variable. The Government will provide all equipment and materials to include access to mission essential networks, systems, and supplies required to support Contractor personnel. Subcontracting below the first tier will not be allowable.
3. TECHNICAL OBJECTIVES
This (Draft) Statement of Objectives (SOO) is focused on the use of Agile methodology to dynamically support geospatial technology development in support ISP. In collaboration with the

Exterior AOIs will include a variety of manmade structures and natural terrain features in an urban setting. Resulting 3D model must not exceed 200 MB per acre, and must be exportable as a site plan in a 2D Computer Aided Design (CAD) format through an automated process, delineating significant manmade features like buildings, pavement, and barriers. Resulting 3D model must be exported in a 2D georeferenced orthographic imagery format. Resulting 3D model must have an absolute geodetic accuracy tolerance within 3-meters horizontal and vertical and a relative accuracy tolerance within 3-feet horizontal and vertical. Imagery to build models may be collected by others and provided to ISP for utilization.
3.1.3 Ingest Interior 3D Modeling a nonproprietary format:
The Contractor must provide a solution to collect and process structural interiors exceeding 200,000-square feet in size, resulting in a photorealistic 3- dimensional (3D) reconstructions that are interoperable with other 3D model formats. Structural interiors will include commercial office space, residences, and industrial layouts. The ability to accurately render doors and windows as well as significant mechanical (i.e., air handling units), electrical (i.e., junction boxes and generators), and plumbing (i.e., main water valves) features is critical. Resulting 3D model must not exceed 200 MB per floor of a multi-story building. Resulting 3D model must be exportable as a floor plan in a 2D Computer Aided Design (CAD) format through an automated process, delineating wall thickness, stairwells, doorways, and windows. Imagery to build models may be collected by others and provided to ISP. Resulting structural 3D model must have a relative horizontal and vertical accuracy within 6-inches.
3.1.4 2D/3D Dataset Compression:
The Contractor must provide a File compression solution to increase efficiency and loading speed of 3D objects over limited bandwidth networks.
