About this file
This document contains the Questions and Answers from a Request for Information (RFI) related to the PEO-SDA Integrated Survey Program (ISP) Modernization contract opportunity. Key details include:
The current effort is under a Production Other Transaction Agreement (H924152290001) with incumbent contractor Iron EagleX. The Government is seeking information on labor categories that may best fit the required effort, which includes software engineering, systems engineering, and information assurance. The contractor will be responsible for development and technical enablement, but not data analysis or production. There are approximately 15-20 diplomatic surveys completed each year, and the Government is requesting capability statements from interested parties. The RFI response deadline has been extended to 15 April 2024 at noon Tampa time. The contractor will not be required to migrate any legacy survey data into standard geospatial formats, as the Government transitioned to Open Geospatial Consortium (OGC) compliant applications and databases several years ago.

Question Government Response
May we request a three week extension for RFI responses, to April 26, 2024?
Extension granted until 15 April 2024 at noon Tampa time
Is any current contractor support for this effort or if it’s a new effort? If there is a current incumbent, would you kindly provide the contract number?
Yes. The current effort is a Production Other Transacation Agreement (H924152290001) with Iron EagleX.
Will contractors be collecting data at OCONUS locations? No Will the contractor only be responsible for development and technical enablement, or will responsibilities include analysis and production? Development and technical only.
Please provide more details on the production tempo (i.e. how many diplomatic surveys are completed each year?).
There are different types of production; surveys are one component. There is an estimate 15-20 surveys completed each year.
Please provide information regarding the existing labor categories for resources supporting the current contract.
The current effort includes different skill levels of SW Engineering, Systems Engineering, and Information Assurance . The Government is requesting in the capability statement, labor categories that you think would best fit the need. Ideally, the Site Lead would be dual-hatted.
3.1.1 for the Technical Objectives included the following phrase: "The Contractor must migrate obsolete or proprietary formats into geospatial formats to be ingested in mission planning software or other applications." ISP began completing all new surveys in Open Geospatial Consortium (OGC) compliant applications and databases several years ago. Some legacy surveys prior to this transition remain in proprietary or obsolete formats. Will the contractor be required to migrate these legacy surveys into standard geospatial formats? If yes, how many remain?
No, there are no legacy surveys to be migrated. The migration / update of datasets vary due to GDB changes, application version changes, and schema changes. Additionally, due to the current manual collection processes, there may be data errors that need to be fixed.
