About this file
This is Amendment 02 to solicitation ISO220-26, issued by Federal Prison Industries (UNICOR) on August 3, 2026. The amendment provides clarifications through a Questions and Answers attachment addressing contractor inquiries about an elevator modernization project at UNICOR's facility located at 400 First Street, N.W., Washington, DC. Key project details include modernization of three passenger elevators and one service elevator, with removal of asbestos-containing materials and lead-based paint included in scope. The contract is structured as a brand new Firm Fixed Price, Construction Type Contract with a one-year elevator maintenance and warranty period beginning after acceptance of the entire project.
Critical operational requirements clarified in the Q&A include: at least one elevator must remain functional during construction, multiple elevators may be modernized concurrently, and each elevator need not be inspected and accepted before work begins on the next one. Passenger elevator #2 is currently out of service. The existing loading dock elevator is available for construction use, with the garage identified as a laydown area for storage and dumpsters permitted in front of the 400 building. The District of Columbia holds jurisdiction for elevator permitting and final inspections. Contractors must identify all permits, plan reviews, inspections, testing, and associated fees in their bids. The government will provide asbestos and lead-based paint reports to the awardee, and the contractor must notify UNICOR of any hazardous materials discovered outside identified locations or in quantities exceeding estimates. Third-party asbestos air monitoring is not provided by the government and is the contractor's responsibility. Existing electrical capacity has been verified as sufficient for all required systems.
