About this file

This file is an Iran Contracting Act Certification form required by the State of California for the Stockton Unified School District's legal services procurement. Vendors submitting proposals for contracts valued at $1,000,000 or more must complete this certification prior to proposal submission. The District is seeking proposals from qualified law firms and legal service providers to establish a prequalified pool for ongoing legal counsel and representation across multiple practice areas including general legal counsel, board governance, labor and employment, special education, charter schools, facilities and construction, real estate, public contracting, student matters, and litigation. Proposals are due August 6, 2026 at 2:00 p.m., with requests for clarification due July 27, 2026 at 3:00 p.m. No bidders' conference is scheduled, though interviews may be held at the District's discretion. The initial contract term is one year with the District retaining the option to renew for up to four additional one-year terms, contingent upon satisfactory performance, continued need, mutual written agreement, and Board approval. The District reserves the right to terminate any agreement with 30 days' written notice.

Vendors must certify either that they are not on California's current list of persons engaged in investment activities in Iran or demonstrate an exemption from this certification requirement. False certifications carry significant penalties, including civil penalties of $250,000 or twice the contract amount, whichever is greater, contract termination, and three-year ineligibility to bid on contracts. Pricing shall remain firm and fixed throughout the initial term and any renewal periods. Proposers must submit detailed fee schedules including hourly rates for attorneys, paralegals, and other billable personnel, billing increments, travel billing practices, and reimbursable expenses. Evaluation criteria are weighted as follows: firm qualifications and experience (30 percent), staff and team qualifications and experience (20 percent), relevant K-12 and public agency legal experience (10 percent), demonstrated understanding of the scope of services (20 percent), and fee schedule (20 percent). Contract award is contingent upon availability of funds and Board approval.
