About this file
This is a Certification Regarding Debarment form required by the Stockton Unified School District in California for its Legal Services contract opportunity. The certification serves as a formal attestation that neither the bidding firm nor its principals are currently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in federal transactions by any Federal department or agency. The form must be executed by the principal of the bidding firm at the time of proposal submission and again by the awardee at the time of contract award. Proposals for legal counsel and representation services are due August 6, 2026 at 2:00 p.m., with requests for clarification due by July 27, 2026 at 3:00 p.m. No bidders' conference is scheduled, though interviews may be held at the District's discretion. The initial contract term is one year with options for the District to renew for up to four additional one-year terms, contingent upon satisfactory performance and Board approval, with the District retaining the right to terminate any agreement with thirty days' written notice.
Pricing shall remain firm and fixed throughout the initial term and any renewal periods, with proposers required to submit detailed fee schedules including hourly rates for attorneys, paralegals, and other billable personnel, billing increments, travel billing practices, reimbursable expenses, and alternative fee arrangements if available. The District specifically encourages proposals from local and minority bidders. Minimum qualifications include California bar licensure in good standing, a minimum of ten years of legal experience with at least five years representing California public school districts, and demonstrated experience advising publicly elected governing boards and public agencies. Evaluation criteria are weighted as follows: firm qualifications and experience (30 percent), staff and team qualifications and experience (20 percent), relevant K-12/public agency legal experience (10 percent), demonstrated understanding of the scope of services (20 percent), and fee schedule (20 percent). Contract award is contingent upon the availability of funds and Board approval.
