About this file
This document is a Sources Sought Notice for the Border Roadway Improvement and Construction (BRIC) Paving Project at the Kika De La Garza Land Port of Entry in Pharr, TX. The General Services Administration (GSA) is conducting a market survey to identify qualified suppliers, manufacturers, and design-build construction contractors to provide design-build construction services for this project. The work involves roadway repair and replacement of approximately 515,000 square feet of concrete pavement using low embodied carbon (LEC) materials such as LEC asphalt, concrete, and steel. The estimated construction price range is $5,000,000 to $10,000,000, with an estimated contract duration of 9 to 15 months. GSA anticipates issuing a solicitation in October 2024 and awarding a subsequent contract in January 2025. This opportunity is open to small business concerns, and award will be based on a best value concept methodology that favors the provision of IRA-Eligible Materials with the lowest possible global warming potential. Interested construction firms and suppliers/manufacturers are invited to respond by June 13, 2024.
