About this file

This document is a Sources Sought Notice issued by the General Services Administration (GSA) for the Border Roadway Improvement and Construction (BRIC) paving project at the Kika De La Garza Land Port of Entry in Pharr, Texas. The notice is seeking qualified design-build construction contractors and suppliers/manufacturers of low embodied carbon asphalt, concrete, and steel materials for the project.

The project involves the repair and replacement of approximately 515,000 square feet of concrete pavement using low embodied carbon materials. The estimated construction cost range is $5,000,000 to $10,000,000, with an estimated duration of 9 to 15 months. GSA anticipates issuing a solicitation around October 2024 and awarding a contract around January 2025. The contract will be awarded on a firm-fixed price basis using a best value approach that favors the provision of low embodied carbon materials. Interested design-build firms must demonstrate experience with at least two similar projects exceeding $5,000,000 in cost and involving at least 300,000 square feet of concrete pavement replacement. Suppliers/manufacturers of eligible low embodied carbon materials are also invited to submit expressions of interest by June 13, 2024.
