About this file

This document is a Sources Sought notice for a pre-solicitation related to the Border Roadway Improvement and Construction (BRIC) paving project at the Kika De La Garza Land Port of Entry in Pharr, TX. The General Services Administration (GSA) is seeking qualified design-build construction contractors and suppliers/manufacturers of low embodied carbon (LEC) asphalt, concrete, and steel materials for this project. The project involves roadway repair and replacement of approximately 515,000 square feet of concrete pavement using LEC materials. The estimated construction price range is $5,000,000 to $10,000,000, with an estimated 9 to 15 month contract duration. GSA anticipates issuing a solicitation in October 2024 and awarding a contract in January 2025 using a best value approach that favors the provision of IRA-Eligible Materials with the lowest possible global warming potential. Interested design-build firms must demonstrate experience with similar sized, complex roadway projects completed in the last 8 years. Suppliers and manufacturers of LEC materials are also invited to submit expressions of interest by June 13, 2024.
