About this file

This is a General Services Administration (GSA) Item Purchase Description for an embossing machine used to create address plates and identification tags. The document specifies requirements for NSN 7490-01-703-0707, Version 3, and references the CIM USA P/N ME 2000S as the baseline product.

The embossing machine must feature manual operation with a universal switching power supply (100-117-220-230 or 240 volts, 50 or 60Hz), a drum capacity of 60 or 90 slots with a 45-slot option available for special applications, and a multi-language user interface supporting English, Spanish, and Italian. The machine shall include RS232, USB, Ethernet, and/or WiFi communication interfaces; PowerTag Windows PC application software; and achieve a performance rate of 231 tags per hour based on 55 characters. Input and output hoppers must accommodate up to 250 plates each with First In, First Out (FIFO) operation. The machine must include a built-in 7-inch touchscreen, an innovative embedded software upgrade system accessible via pen and web server, password-protected machine configuration for security and data protection, and comprehensive manuals covering operations, service, and parts. Overall materials consist of stainless steel, aluminum, carbon steel, copper, and brass. The solicitation permits "Brand Equal" offerings under FAR provision 52.211-6, requiring bidders to furnish detailed information addressing each salient characteristic, including unit of issue, unit of measure, and test methods and results. Packaging must comply with ASTM D3951 standards; marking requirements follow FED-STD-123H for civilian destinations and MIL-STD-129R for military destinations, with bar coding required for both. Products must meet commercial quality standards with uniformly fabricated materials free from defects, and GSA procurement preference is given to items with the highest post-consumer material content within reasonable cost.
