About this file

This document is a Purchase Description for an Internet Protocol (IP) Geolocation data subscription service. The objective is to obtain a service that can identify IP addresses globally by location and connection type, as well as identify if the IP address is associated with a Virtual Private Network (VPN) or proxy, including details on the proxy type and ownership. This data is required to safeguard export-controlled technical data in the DLA's cFolders repository from unauthorized access.

The scope includes providing up to 50 billion IP address queries per month, delivering the data in a flat file or API on a daily or weekly basis, and making the data available to support other DLA systems. The period of performance is for one base year and four option years from July 2024 to July 2029. This is a federal contract opportunity issued by the Defense Logistics Agency.

INTERNET PROTOCOL GEOLOCATION DATA

PURCHASE DESCRIPTION

BACKGROUND:

The Defense Logistics Agency (DLA) is the Department of Defense (DoD) Combat Logistics Support Agency that provides global logistics support to all of the DoD. DLA manages over 5-million items through eight supply chains. DLA supplies over 80% of all military services repair parts, supporting over 2,300 weapon systems, and supplies all military services with nearly 100% of subsistence, fuels, medical, clothing and textiles, construction, and barrier material. DLA operates 28 distribution centers.

OBJECTIVE:

The objective of this procurement is to obtain a subscription service for internet protocol (IP) address geography data, virtual private network (VPN) and proxy IP data, and VPN and proxy IP characteristics data to safeguard export-controlled technical data and other controlled technical information that resides in the DLA technical data repository (cFolders) from unauthorized access, and to comply with U.S. laws for protecting export-controlled data, DoD cybersecurity policy, and cFolders Terms of Use.

SCOPE:

The contractor must provide a subscription service for the following data for use in the DLA technical data repository (cFolders):

1. The IP address geography data must be able to identify IP addresses globally by latitude, longitude, city, region, country, country code, region code and device connection type (e.g., Wi-Fi, mobile, satellite, etc.) and allow up to 50 billion IP address queries per month.

2. The VPN and proxy data must be able to identify if the IP address is a VPN or proxy. When the IP address is a proxy, the data must include the proxy’s name (e.g., anonymous, hosting, corporation, education, public, etc.,), AND the proxy type (e.g., cloud security, web-browser, DNS, etc.). When applicable, the VPN and proxy data must also include the name of the company that owns the IP address, along with the company’s North American Industry Classification System (NAICS) code. Lastly, the VPN and proxy data must identify if the IP address connection is associated with a residential or business IP address.

3. The VPN and proxy IP address characteristics data must be able to provide comprehensive context data tied to a VPN and proxy IP address that provides additional insights to help DLA discern the legitimacy of the VPN and proxy IP address user. The contextual data must include three levels of the IP address description (e.g., entry and exit of the VPN and proxy IP address, internet service provider (ISP), service provider protocols, if VPN or proxy is associated with the Darknet, etc.).

4. The IP address geography data, the VPN and proxy data, and the VPN and proxy IP address characteristics data must be delivered to DLA in a flat file format or through an application programmable interface (API) on a daily or weekly basis.

5. Procured data must be contractually available to support other DLA systems.

PERIOD OF PERFORMANCE:

The period of performance is for one base year and four option years as follows:

Base year: July 25, 2024 – July 24, 2025 Option year one: July 25, 2025 – July 24, 2026 Option year two: July 25, 2026 – July 24, 2027 Option year three: July 25, 2027 – July 24, 2028 Option year four: July 25, 2028 – July 24, 2029
