About this file

This is an Invitation for Bid (IFB) form issued by the State of Illinois for vendors to submit offers. The document serves as the standard submission template for state procurement opportunities and requires bidders to complete and return the form as part of their proposal package. The IFB form references Section A.1 for all required documents that must be submitted with a bid, and failure to meet these requirements may result in disqualification. Bidders are instructed to consult the solicitation document for specific details regarding products, services, quantities, deadlines, and contract terms applicable to the particular procurement opportunity.

The form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, with associated supporting documentation required for each claim. Bidders may also take exceptions to the Standard Terms and Conditions by submitting a redlined version, though the State retains the right to accept or reject any proposed exceptions. The Standard Terms and Conditions are available on the Illinois Chief Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html and will automatically become part of any resulting contract. By signing the form, the authorized bidder representative certifies that the bid is submitted in full compliance with the solicitation requirements.
