About this file
Request for Information Summary
This is a Request for Information (RFI) issued by the County of San Mateo's Treasurer-Tax Collector Department for intrusion detection and duress alarm system solutions at a public-facing tax collection satellite location in the newly constructed North County Wellness Center in South San Francisco, California. The County seeks vendor input on comprehensive security systems that include duress alarm capabilities at five cashier workstations with wireless battery-powered solutions preference, intrusion detection for one public-facing glass entry door with door contact sensors and glass break detection, UL-listed centrally located control panel systems with access code management and audit trail capabilities, redundant communication pathways including IP-based and cellular backup options, and 24-hour professional monitoring services with law enforcement coordination. The RFI was released on March 13, 2026, with responses due electronically via the County's eProcurement system by April 10, 2026, at 12:00 p.m. No contract will be awarded from this RFI; rather, vendor responses will inform the development of a future Request for Proposal. No site visit, bidders' conference, or award date is specified in this market research solicitation.
Vendors must submit non-binding budgetary information clearly labeled for planning purposes only, including estimated costs for equipment, installation, monthly monitoring, and annual maintenance. The County retains full prerogative over hardware procurement and future successor selections independent of submitted cost data. Minimum qualifications require respondents to provide company overview and years of experience serving California public agencies, a valid California Alarm Company Operator License number, proof of insurance coverage, and at least three references for similar installations preferably involving government facilities or high-cash-handling environments. The facility operates seasonally to accept in-person property tax payments including significant currency, checks, and electronic payments, necessitating a secure, monitored environment. The County emphasizes open-architecture, non-proprietary system requirements to ensure the hardware can be programmed, serviced, and monitored by any UL-listed central station or licensed security integrator without manufacturer-specific proprietary software or dealer-locked codes.
