The vendor will conduct an independent review of the current interconnection framework, assess challenges and opportunities, monitor stakeholder discussions through the Commission's Interconnection Working Group, and prepare annual reports with findings and recommendations. The project requires the vendor to attend a mandatory pre-submission conference on October 22, 2026, at 10:00 AM CST via WebEx. Proposals are due by the bid opening date specified in the BidBuy posting, with offers remaining firm for 180 days. The contract will commence upon execution and continue through September 30, 2030, with a maximum total term not to exceed ten years including any renewals or extensions. Key deliverables include draft reports due April 1 of each year (2027–2030) and final reports due June 1 of each year, with annual reports addressing specific interconnection topics including construction timeline extensions, deposit alternatives, cost sharing mechanisms, queue management, contingent upgrades disclosure, public school queue reservations, and energy storage study parameters.
Pricing is estimated and submitted via a separate attachment in BidBuy, with offerors required to include pricing in the designated form and check the appropriate box indicating pricing information is included. Travel expenses are reimbursable up to a maximum of $2,000 per contract term at federal government rates and must be pre-approved by the agency. The RFP contains a Business Enterprise Program (BEP) goal of 21% for subcontracting with minority, women, and persons with disabilities-owned businesses, and failure to submit a completed Utilization Plan constitutes non-responsiveness. Pricing evaluation uses a formula where the lowest-priced proposal receives maximum points, with the total available points comprising 68 points for technical requirements, 14 points for commitment to diversity (20% of technical points), and 10 points for price, for a maximum of 92 points. The state does not require a bid or performance bond. There is no incumbent identified, and federal funding may partially or wholly fund the resulting contract, with the percentage disclosed upon notice of intent to award. Offerors must demonstrate at least two years of experience reviewing or evaluating electric interconnection standards, identify key personnel with relevant experience, and submit a project schedule demonstrating ability to meet all required milestones and deadlines.

A.1. OVERVIEW AND PURPOSE
The Illinois Commerce Commission (ICC) seeks a qualified Vendor to evaluate Illinois' existing electric distribution interconnection rules, tariffs, policies, and procedures and develop recommendations for improvement. The Vendor shall conduct an independent review of the current interconnection framework, assess challenges and opportunities, monitor stakeholder discussions through the Commission's Interconnection Working Group, and prepare annual reports with findings and recommendations for Commission consideration.
The purpose of this project is to provide ICC with expert technical and policy recommendations to improve the efficiency, transparency, and effectiveness of the interconnection process. The reports shall address specific topics identified by the Commission, identify areas where stakeholder consensus exists and where it does not, and provide practical recommendations that support informed Commission decision making regarding potential changes to interconnection rules, tariffs, policies, and procedures. The Commission intends to use report results to evaluate opportunities for improving the interconnection process for utilities, developers, customers, and other stakeholders in Illinois.
A.2. DESIRED OUTCOMES OF THIS PROJECT/ENGAGEMENT
The desired outcome of this project is comprehensive reports that provide ICC with clear, practical, and technically sound recommendations to improve Illinois' electric distribution interconnection rules, tariffs, policies, and procedures. The reports shall evaluate the specific interconnection topics identified by the Commission, identify opportunities to improve the interconnection process, and document areas where stakeholder consensus exists and where consensus was not reached.
The Commission expects the reports to provide actionable recommendations that can be used to inform future policy, tariff, procedural, or regulatory changes and support a more efficient, transparent, and effective interconnection process for utilities, developers, customers, and other stakeholders.
A.3. SCHEDULE
The Vendor shall commence work upon execution of the contract. The Vendor shall attend a project kickoff meeting with ICC Staff and begin reviewing Illinois' existing interconnection rules, tariffs, policies, and procedures. The Vendor shall submit a Draft Report to ICC Staff for review and comment no later than April 1, 2027, unless an alternative date is approved by ICC Staff. The Vendor shall revise the Draft Report based on ICC Staff feedback and submit a Final Report no later than June 1, 2027, unless otherwise approved by ICC Staff.

· Presentation of annual findings and recommendations to ICC Staff and, if requested, the Commission
Time is of the essence. The Vendor shall maintain sufficient staffing and resources necessary to meet all required milestone dates and deliverable deadlines. Failure to meet approved milestones or deliverable requirements may result in corrective action requirements, withholding of payment, or other remedies available under the contract.
A.4. UNIQUE CONSIDERATIONS
The Vendor should be aware that this engagement is intended to support the Illinois Commerce Commission's evaluation of potential improvements to interconnection rules, tariffs, policies, and procedures. While ICC Staff will facilitate the Interconnection Working Group and related stakeholder discussions, the Vendor may be asked to attend meetings, monitor discussions, and consider stakeholder input when developing recommendations.
The Vendor should recognize that stakeholders may have differing perspectives and interests regarding interconnection processes. The reports should identify areas where consensus exists and where consensus was not achieved. The Vendor will provide independent and objective recommendations based on technical expertise, industry experience, stakeholder input, and review of existing Illinois requirements.
The Vendor may consider practices from other states relevant and applicable to Illinois; however, recommendations will need to account for Illinois' regulatory framework, utility structures, and market conditions. The applicability of approaches used in other jurisdictions may vary and should be evaluated accordingly.
The Commission assumes that existing interconnection rules, tariffs, policies, procedures, and stakeholder meeting materials will be available to the Vendor. The Commission also assumes that stakeholder participation and meeting schedules will remain sufficient to support completion of the report within the required timeframe.
Any recommendations that involve regulatory, tariff, or policy changes shall clearly identify the issue being addressed, the rationale for the recommendation, and any implementation considerations that may assist the Commission in evaluating potential next steps.

Section B. CURRENT CONDITIONS
B.1. OVERVIEW & BACKGROUND
The Illinois Commerce Commission (ICC) maintains existing electric distribution interconnection rules, tariffs, policies, and procedures that govern how distributed generation and energy storage projects connect to the electric distribution system. The Commission is seeking an independent review of the current interconnection framework to identify opportunities for improvement and provide recommendations on specific interconnection issues.
As part of this effort, the ICC is facilitating discussions through an Interconnection Working Group and related subgroup meetings that include utility and industry stakeholders. These discussions are intended to gather input on potential improvements to the interconnection process. ICC Staff will continue to lead and facilitate these meetings; however, the selected Vendor may be asked to attend discussions and consider stakeholder feedback when developing recommendations.
The Vendor will not be taking over an existing consulting engagement. Instead, the Vendor will begin by reviewing Illinois' current interconnection rules, tariffs, policies, procedures, and relevant stakeholder discussions. Using this information, the Vendor will evaluate the topics identified in the Scope of Work and develop recommendations for Commission consideration. The resulting report will provide the Commission with an assessment of potential improvements to the interconnection framework, including areas where stakeholder consensus exists and where differing viewpoints remain.
B.2. AREAS OF CONCERN/CHALLENGES
Offerors should be aware of the following project constraints and considerations when completing the Scope of Work:
a. The project requires review and evaluation of Illinois' existing interconnection rules, tariffs, policies, and procedures and development of recommendations that are practical and applicable within Illinois' regulatory framework.
b. The Vendor will work under the direction of ICC Staff. ICC Staff will facilitate the Interconnection Working Group and related stakeholder discussions; however, the Vendor may be expected to attend meetings and consider stakeholder input when developing recommendations.
c. The project involves multiple stakeholder groups, including electric utilities, distributed generation developers, installers, customers, and other interested parties. Stakeholders may have differing perspectives regarding interconnection processes and potential improvements.
d. The Vendor must identify areas where stakeholder consensus exists and where consensus was not achieved. Recommendations should be supported by technical analysis and consideration of stakeholder feedback.
e. The Scope of Work requires evaluation of several interconnection related topics, including:
· Construction timeline extensions for interconnection customers demonstrating progress
· Deposit alternatives, including cash, letters of credit, and bonds
· Cost sharing for distribution system upgrades and interconnection facilities
· Interconnection queue management and study processing requirements
· Disclosure of contingent upgrades
· Queue reservation provisions for projects installed on public school property
· Interconnection study parameters for standalone energy storage systems
f. The Vendor may evaluate interconnection practices from other states where relevant; however, recommendations must consider the applicability of those practices to Illinois' utility structure, regulatory environment, and market conditions.
g. The Vendor must prepare draft and final report deliverables that clearly document findings, recommendations, supporting rationale, areas of stakeholder agreement, and areas where stakeholder consensus was not reached. Deliverables will be reviewed by ICC Staff and may require revisions based on ICC Staff direction.
h. The project includes schedule driven milestone requirements, including development of a draft report, revision of draft deliverables based on ICC Staff feedback, and submission of a final report by the required deadline.
i. The Vendor must maintain clear documentation of research, analysis, assumptions, stakeholder input considered, and the basis for all recommendations throughout the project.

Offerors are required to submit their response to the State’s solicitation through BidBuy. Any information sent to the State outside of BidBuy, for example by US Mail, FedEx, UPS, e-mail, or hand delivery, will neither be accepted nor considered. Offeror submissions will only be considered if they are received through BidBuy and on or before the time and date indicated as the “Bid Opening Date” on the BidBuy posting. Any required attachments must be submitted via BidBuy.

If the agency requires pricing to be submitted in an attachment, Offeror shall upload pricing under the “Required Documents” section on the Attachments tab and check the box “Does the attachment contain any pricing, cost or discount information?”. Failure to check this box allows your pricing to be viewed when bids are opened and will result in disqualification of your offer. The Offeror is solely responsible for ensuring timely submission of their electronic solicitation response. Failure to allow adequate time prior to the Bid Opening Date to complete and submit a response to a solicitation, particularly in the event technical support assistance from the State is required, places the Offeror and their offer or response at risk of not being accepted.
The State encourages the Offeror to ensure that their BidBuy account is up-to-date. It is recommended that you access your BidBuy account prior to the solicitation due date and time to make sure that your company’s information is up-to-date and your password is current. Files may be uploaded at any time prior to submission.
File size may impact the uploading and downloading speed and may lead to browser time-outs, resulting in failed upload/download attempts. Please consider this dependency when attaching very large documents.

Section D. EVALUATION PROCEDURES
D.1. EVALUATION PROCESS
The State assesses each Offer for Responsibility (E.10) and Responsiveness. The State considers the information provided and the quality of that information when assessing Offers. If the State finds a failure or deficiency, the State may reject the Offer or reflect the failure or deficiency in the assessment.
There are three scored parts to each proposal – technical, commitment to diversity, and pricing. Each part of the proposal is evaluated and ranked independently of the other parts of the proposal. The results of the evaluation of all three parts shall be used in ranking the proposals.
