About this file
This is a Pricing Table attachment for an Interconnection Study contract opportunity with the Illinois Commerce Commission (ICC). The project encompasses annual reporting cycles from 2027 through 2030, with each cycle requiring five primary deliverables: project plan updates, research and analysis, stakeholder and ICC staff coordination, draft report submission, and final report submission. Vendor responsibilities include conducting kickoff meetings, reviewing Illinois' existing interconnection rules and tariffs, evaluating industry practices in comparable jurisdictions, facilitating monthly status meetings with stakeholders through the Interconnection Working Group, and presenting findings to ICC staff and potentially to the Commission. The contract term spans multiple years with deliverables structured across four consecutive annual reporting cycles.
Pricing for this contract utilizes a firm fixed price model, with vendors required to submit individual prices for each of the 24 identified milestones and deliverables across all four reporting years. All service costs must be included in the fixed prices, which remain firm throughout the contract term without escalation. Vendors must also provide a labor rate schedule identifying proposed labor categories including Project Director/Principal, Project Manager, Senior Analyst/Modeler, Analyst, and Research/Support Staff; however, these hourly rates are for contract administration purposes only and cannot be used to calculate or adjust the fixed prices. Travel expenses are reimbursable up to a maximum of $2,000 during the entire contract term and must be pre-approved by ICC Staff. The total evaluated contract price is $2,000, representing only the authorized travel allowance, as all service deliverables require fixed pricing from the vendor.
