The 316th Contracting Squadron at Joint Base Andrews, Maryland intends to award a simplified acquisition on a sole source basis to Washington Metropolitan Area Transit (WMATA) in accordance with FAR 6.302-1(a)(2) Only one responsible source. JBA seeks to park general public civilians at a separate location off the installation and then run a shuttle from that site to the Air Show grounds on base.
The period of performance requested is estimated on or about 13 September 2025 – 14 September 2025.
There are specific requirements pertaining to number of vehicles and proximity to the installation for this satellite parking location:

This may be accomplished across multiple locations, provided there is a means to transport civilians from satellite parking lots to the two-security screening and pick-up locations
1.2 Two separate locations with appropriate space to conduct security screening, as well as space to load and un-load passengers onto shuttles. Each location will require 25,000 square feet to support a rotation of 6 busses, and positioning of magnetometers, security wands, amnesty boxes, inclement weather tents and a safety area for screening/standby personnel. These areas for security screening and loading of passengers shall be no more than 10 miles driving distance from the Joint Base Andrews Visitor Control Center located at 1832 Robert M Bond Dr, Morningside, MD 20746.
