About this file
This document is a Single Source Justification (Simplified Acquisition) for the 2025 Joint Base Andrews Open House & Air Show Parking Lot Rental, prepared by the 316th Contracting Squadron. The document justifies a sole-source procurement to meet the Air Show's parking requirements, which include accommodating 10,000 cars per day and over 100,000 attendees. After conducting extensive market research within a 20-mile radius of Joint Base Andrews, the contracting team determined that only a combination of WMATA Metro Station parking lots can fully meet the technical requirements, including the need for a controlled environment for crowd control and security screenings.
The justification is based on Federal Acquisition Regulation (FAR) 6.302-1, which allows for limited competition when only one responsible source can satisfy agency needs. The market survey explored various potential venues, including Northwest Stadium, Croom Airport, Bowie Baysocks, RFK Campus, and other locations, but concluded that no other sites could meet the full scope of requirements. The contracting officer, Antoine Toran, determined on March 20, 2025, that only a single source is reasonably available for this requirement. Future Air Show staffs are encouraged to continue exploring creative contract solutions to accommodate parking needs, acknowledging the current limitations of commercial solutions in the local area.

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information
NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes
Contracting Activity: 316th Contracting Squadron
Project/Program Name: 2025 Joint Base Andrews Open House & Air Show Parking Lot Rental
Purchase Request / Local ID Number: TBD
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Joint Base Andrews has a requirement to park 10,000 cars per day of the 2025 Open House & Air Show, accommodating over 100,000 attendees. This contract will serve as the parking solution to meet this need, consisting of area lot rental for parking cars, and space made available for associated security screenings.
Section C: Justification for Soliciting from a Single Source or Brand Name
In accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the needs of the agency requirement. Additionally, per FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided. The Joint Base Andrews Air Show requires sufficient parking infrastructure to accommodate 10,000 vehicles per day of the Air Show and over 100,000 attendees. The installation cannot support this amount of vehicles and also requires the ability of crowd control and security screenings in a controlled environment not posing a risk to the installation. Due to the unique nature of the requirement, extensive market research found that only two commercial solutions in the D.C.-Maryland-Virginia local area in close proximity to JBA that were sufficiently able to meet the technical requirements. However, further market research found that one of these solutions would be unable to meet the requirement, as they are not available to perform the services over the weekend of the Air Show. Therefore, the only remaining source in the local area capable of meeting the requirement is utilizing a combination of parking lots provided by WMATA Metro Stations.
Section D: Efforts to Obtain Competition
A market survey was conducted for venues throughout the local area, specifically, those within a 20-mile radius in pursuit of the capability of housing/parking 10,000 spectator vehicles. These venues included Northwest Stadium, Croom Airport, Bowie Baysocks, RFK Campus, combination WMATA Metro stations, Equestrian Center and dirt acreage, and the Rosecroft Raceway. The market survey concluded that no other locations/venue were able to fully meet the requirement, to include consideration for the period of performance required and the scope of work. Therefore, the only way to obtain competition for this requirement would be to have multiple venues. However, the Air Show Staff
Single Source Justification (Simplified Acquisition)
April 2021 Page 2 of 2April 2021 Page 2 of 2 sees that having multiple venues will create not only a duplication of effort but also result in a duplication of costs.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future Air Show Staffs will continue to revisit creative contract solutions to accommodate parking requirements, just as the 2025 JBA Air Show Staff has. This consideration could include wider proximity or combination solutions to contract for multiple parking venues. Unfortunately, the commercial solutions for this requirement are greatly limited due to the scope and business capabilities within the local area.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
