Intent to Sole Source - Constellation Safety & Security Subscription
This is an Intent to Single Source (ISS) addendum document issued by the City of Tampa Police Department for the procurement of Constellation for Safety & Security Licenses, Support, Training, and Maintenance services. The City of Tampa seeks a bundled suite of Constellation applications to sustain the Tampa Urban Area's risk management program for critical infrastructure assessments and intelligence sharing. The contract period runs from July 1, 2026, through June 30, 2027, with a posting date of April 20, 2026, and a vendor response due date of April 28, 2026. The procurement is managed by Celeste Gibbons, Certified Senior Procurement Analyst, in the City of Tampa Police Department. No specific item quantities, site visits, or bidders' conferences are referenced in the available documentation.
The City of Tampa justifies this sole source procurement based on the proprietary and trademarked nature of the Constellation software, exclusively licensed by Secure Passage (formerly Digital Sandbox), with no reseller licensing available. The City has utilized the Constellation platform since 2003 to support critical infrastructure and soft target cataloging for Region 4, as designated by the Urban Area Working Group (UAWG). The system stores confidential information essential for security enhancement and emergency response capabilities. Prospective vendors must be authorized manufacturer distributors or dealers capable of providing warranty service, maintenance, system modifications, and repairs. The procurement is funded through UASI 2024 grant resources (R1182). No specific pricing information, budget ranges, award values, set-asides, disadvantaged enterprise requirements, or incumbent vendor restrictions are detailed in the available procurement documents.
