About this file
This is an Intent to Sole Source (ISS) document issued by the City of Tampa Police Department for the procurement of Constellation for Safety & Security Licenses, Support, Training, and Maintenance. The contract period runs from July 1, 2026, through June 30, 2027, under procurement number 26-X-01084. Constellation is a web-based application tool designed to sustain the Tampa Urban Area's risk management program for critical infrastructure assessments, with primary capabilities in intelligence and information sharing. The City of Tampa Police Department has utilized the Constellation platform since 2003, originally under the Digital Sandbox brand, supported by Urban Area Security Initiative (UASI) grant funds. The platform serves as the critical infrastructure and soft target cataloging system for Region 4, as designated by the Urban Area Working Group (UAWG), which governs the administration of UASI grant funds. The sole source justification is based on the proprietary and trademarked nature of the software, which is exclusively licensed by Secure Passage (formerly Digital Sandbox) and does not allow for reseller licensing, making no other company capable of providing the required software, environment, and system modifications.
Prospective vendors must be authorized manufacturer distributors or dealers capable of providing warranty service, maintenance, and repairs as needed. Vendors responding to this Intent to Sole Source must confirm their ability to provide the requested goods and services and submit documentation verifying their authorized vendor status for the Constellation product. The system stores confidential information essential to security enhancements and emergency response capabilities for potential terrorist acts. No specific pricing information, set-aside requirements, or funding source details are detailed in this Intent to Sole Source document.
