About this file
This is an Intent to Award document issued by the City of Green Bay Metro Transit in Wisconsin for a Fare Collection System procurement (RFP-2025-25). The City solicited proposals from qualified vendors to replace its aging Genfare Odyssey fareboxes with a modern, account-based, Software-as-a-Service cloud-hosted system supporting fixed-route, paratransit, and on-demand transit services across five municipalities serving 31 buses and 12 additional contracted vehicles. The system must support mobile ticketing, reloadable smart cards, multiple point-of-sale locations, stored-value accounts, fare capping, and centralized management and reporting functions. Proposals were due January 15, 2026, at 2:00 PM Central Standard Time, with vendor presentations scheduled for the week of February 2, 2026. The City issued an Intent to Award on February 17, 2026, to Modeshift Inc. (90 Canal Street, Boston, Maine 02114), pending final approval by the Green Bay Transit Commission. The contract term is five years with an all-inclusive, not-to-exceed fixed fee structure.
Six vendors were evaluated and scored across three categories: Capabilities, Experience, and Cost. Modeshift received the highest total weighted score of 84.00 points, followed by Kontron (85.57 points in overall evaluation), with other competitors including UMO, Matawan, Moovel, and Arrive scoring lower. The payment structure is proposed as 15 percent upon plan approval, 35 percent at system go-live, and 50 percent upon final acceptance. The procurement requires PCI-DSS certified hosting, Federal Transit Administration (FTA) compliance under 2 CFR 200, Buy America provisions for equipment purchases exceeding $150,000, prevailing wage standards, and substantial insurance coverage including $1,000,000 in general liability and business automobile coverage. All vendors must provide 24/7 technical support, comprehensive system security, fraud prevention, and disaster recovery planning.
