About this file

This document is a Notice of Intent to Award for a Cost Allocation Financial Analysis Services contract issued by the State of Oregon, Department of Administrative Services Procurement Services (DASPS), on behalf of the Oregon Department of Revenue (DOR). The successful proposer selected is MGT of America Consulting, LLC. The scope of work requires the successful proposer to provide cost allocation methodologies, cost analysis, and recommendations for a cost allocation software solution, including reviewing the DOR's 60+ revenue programs, calculating back-office costs, and providing a comprehensive cost allocation methodology. The initial contract term is 2 years, with options to renew up to 5 years. A pre-proposal conference was held on March 6, 2024, and proposals were due on March 21, 2024.

The RFP includes a focus on providing equal opportunities for certified minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses to participate as subcontractors. While no incumbent vendors or contract award values are specified, the agency states the initial estimated budget is lower than prior proposals for this work. The RFP also allows for negotiation of certain contract terms, such as the Statement of Work, payment methods, and pricing, during the contract award process.
