About this file

This is an Insurance Coverage Requirements document issued by the State of Michigan Department of Technology, Management & Budget (DTMB) for contractors performing services at DTMB locations. The document establishes mandatory insurance requirements that all contractors must maintain throughout the contract term. Contractors are required to provide Commercial General Liability insurance with minimum coverage limits of $2,000,000 for General Aggregate and Products/Completed Operations, $1,000,000 for Personal & Advertising Injury, and $1,000,000 per occurrence. Additionally, contractors must carry vehicle liability insurance if motor vehicles are used in service delivery. The State of Michigan, including all its departments, divisions, agencies, offices, commissions, officers, employees, and agents must be listed as additional insureds on all liability certificates. All contractors must submit certificates of insurance on the standard Accord form or equivalent to DTMB-Financial Services prior to purchase order issuance, with failure to provide required certificates resulting in award being transferred to the next competitive bidder.

All insurance coverage required under this contract is primary and non-contributing to any comparable liability insurance carried by the State, and contractors must waive all rights against the State for recovery of damages covered by their insurance policies. Contractors must ensure that all subcontractors either obtain equivalent insurance coverage or be included under the contractor's existing policies, with full compliance required regardless of subcontractor performance. Insurance policies must contain a waiver of subrogation by the insurance company, and all certificates must clearly identify DTMB-Financial Services-Operations Division, Delegated Procurement Unit, and the specific service location for proper filing. The State reserves the right to enforce higher coverage limits if a contractor's policy provides greater protection than the minimum specified requirements.
