About this file

This Insurance Requirements document outlines the minimum coverage mandates for contractors bidding on IFB-5099-25/LTT Laboratory Analysis Services with Seminole County Environmental Services in Florida. The solicitation seeks laboratory analysis services across Solid Waste, Wastewater, Water, and Watershed Management programs, encompassing 252 distinct line items with testing frequencies ranging from annual to as-needed basis and quantities varying from 2 to 1,300 tests per year. The Request for Proposal submission deadline is November 12, 2025, at 2:00 pm through the county's e-Procurement Portal, with a question deadline of October 31, 2025. The contract will operate on a three-year term with options to renew for two additional one-year periods and potentially extend for one more year by mutual agreement. The first three months serve as a probationary period during which the county may terminate the contract with or without cause. Award decisions will be based on a points-based evaluation system with four primary criteria: Qualifications, Lab Protocols, and Logistics (30 points), Ability and Capacity to Perform Work (30 points), References and Location (10 points), and Pricing Proposal (30 points).

The insurance requirements include Workers' Compensation at statutory limits with Employers' Liability coverage of $1,000,000 per accident and disease aggregate, Commercial General Liability Insurance at $1,000,000 per occurrence and $2,000,000 general aggregate, Business Automobile Liability Insurance at $1,000,000 combined single limit, and Professional Liability Insurance at $1,000,000 per claim and $2,000,000 general aggregate. Compensation will be structured on a Fixed Fee basis with purchase orders issued to authorize specific services; no guaranteed minimum number of orders is specified. Contractors must be registered with the E-Verify system and comply with public records laws. The county reserves the right to evaluate current financial statements, compliance with schedules, and past performance before making an award, and the contract appears designed to allow multiple vendors to be selected to meet the county's diverse laboratory analysis needs.
