About this file

This is an Insurance Requirements document for Volusia County, Florida's Invitation for Bid #26-B-64KO for commercial-grade door locks, hardware, and accessories. The County seeks qualified vendors to supply mechanical locks, cylinders, padlocks, door closers, hinges, exit devices, panic hardware, electrified and electronic locking hardware, and related components on an as-needed basis for County departments and facilities. The solicitation was posted March 23, 2026, with a questions deadline of April 9, 2026, at 11:59 p.m. and a bid submission deadline of April 23, 2026, at 3:00 p.m. via the County's eProcurement Portal. The solicitation opening will occur at 3:01 p.m. on April 23, 2026, via a non-mandatory Microsoft Teams meeting. Standard items must be available within forty-eight hours of order placement, with delivery to any County location or pickup by authorized County personnel included in bid prices. The resulting agreement will have an initial three-year term with two optional one-year renewals subject to mutual written agreement and County Council approval.

All vendors must maintain Commercial General Liability insurance with minimum coverage limits of $1,000,000 per occurrence and $2,000,000 general aggregate on an occurrence basis, with thirty days' written notice of cancellation required to the Certificate Holder at the County of Volusia Purchasing & Contracts Division. Additional vendor requirements include E-Verify verification, public records obligations, and certifications regarding debarment, public entity crimes, and scrutinized company status. The County reserves the right to award to the lowest responsive and responsible respondent based on total cost, delivery capability, and financial stability, and may award to multiple vendors or only a portion of the solicitation. No set-aside designations, local preference, or incumbent vendors are identified. Payment terms allow the County to remit full payment on undisputed invoices within twenty business days from receipt, with interest accruing at one percent per month on amounts unpaid after thirty days from the due date.
