About this file

The document is an Instructions to Offerors for a NOAA solicitation (Solicitation Number: 1305M225Q0091) for Setra Barometers for the National Data Buoy Center. The government intends to award a firm-fixed price contract 100% set aside for small businesses, using the lowest price technically acceptable method. Specifically, the solicitation requires 100 Setra Barometers, with a brand name justification based on extensive testing that demonstrated only Setra barometers met the rigorous accuracy requirements for coastal weather station measurements.

Key submission requirements include providing a unique entity identifier (UEI), SAM registration status, organizational conflict of interest statement, past performance references, contact information, manufacturing location, small business verification, and delivery lead time. All quotes must be emailed to nikki.radford@noaa.gov by the specified deadline, with questions accepted until 4/16/2025 at 4:00 PM EST. Contractors who fail to respond to all 10 required items may be deemed non-compliant and excluded from award consideration.

FAR 13.106-1(b)(1)- BRAND NAME Justification:

This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Barometric pressure is a primary measurement on every NDBC coastal weather station. The NDBC has been using Setra barometers since the early 1990s for this application due to their high accuracy across a wide temperature range and their low power draw. In 2016 when developing the latest coastal weather monitoring system barometers from across the industry were investigated as a possible replacement. The specification used for this search is attached in a separate document. At that time all available models that met the specification were purchased and tested in the NDBC laboratory. Manufacturers of meteorological instruments tend to stretch their technical specifications. New products require intensive laboratory testing prior to ever making it to a field trial. A field trial is then a minimum of a 1-year side by side testing of the new probe versus the current certified sensor. That could result in a co-located buoy. The cost of this testing could pose additional harm to the government based upon costs upwards of $100K for additional time delays and associated labor, testing and training costs for a different unit. These instruments must return quality data because people's lives and their livelihoods depend on the NDBC returning the highest quality data for forecasting, warnings, and modeling.

After laboratory testing two models of barometers, the Setra 278 and an additional competitive unit, were selected for field trials. Both barometers passed the 1-year field trial and were certified for operational use on the new system. After rigorous testing of other competitive units, only the SETRA barometers maintained the accuracy required by the NDBC for the 2 year trial.
