About this file

This document is an addendum to the Instructions to Offerors for a competitive solicitation for unarmed security guard patrols at Fort Rosecrans National Cemetery in San Diego, California. The Government intends to award a single contract based on best value to the Government. Offerors must submit complete proposal packages by July 10, 2026, at 3:00 PM CST via email to Stacey.Lewallen@va.gov with subject line "36C78626Q50171_Company Name." All proposals must include a completed Standard Form 1449, acknowledgment of any amendments, required certifications (including VAAR 852.219-75 for small business subcontracting limitations), and a minimum of two completed Past Performance Questionnaires. A mandatory vendor site visit is scheduled for June 29, 2026, at 1:00 PM PST at Fort Rosecrans National Cemetery (1700 Cabrillo Memorial Dr, San Diego, CA 92106); offerors must notify the Contracting Officer and Contracting Officer's Representative of attendance by June 29, 2026, at 10:00 AM CST. Written questions must be submitted by July 1, 2026, at 3:00 PM CST and will be answered via solicitation amendments distributed to all potential bidders. Offeror prices must remain firm for sixty calendar days from the solicitation closing date, and a post-award pre-performance conference will be held prior to contract commencement.

Evaluation will be conducted using three factors: Past Performance (assessed through CPARS data and questionnaires for contracts completed in the past five years, with Federal Government contracts weighted more favorably); Technical Capability (including proposed work schedule, materials and uniforms with photos, equipment and patrol vehicles with photos, quality control plan, and personnel qualifications); and Price (analyzed for fairness and reasonableness). Offerors must demonstrate understanding of the Performance Work Statement requirements and provide documentation of their proposed approach. The Government reserves the right to verify all statements and contact references other than those provided by the offeror. Option pricing will be evaluated and added to the basic contract price for award purposes, though evaluation does not obligate the Government to exercise options. Offers may be deemed ineligible if they do not include the full stated number of items unless the offeror specifies otherwise, and any proposal that omits required documents or exceeds available funding may be precluded from consideration.
