The Government will identify the technically acceptable offeror demonstrating the strongest capability to meet requirements, then perform price-reasonableness analysis before award without further proposal consideration. V. EVALUATION (IAW FAR 52.212-2)
(a) Basis for Award: The Government intends to award a contract to the responsible offeror whose proposal complies with the solicitation requirements and is determined to be the most advantageous based on Price, Technical Acceptability: Brand Name, Technical Acceptability: Education/Degree, Technical Acceptability: Experience With The Equipment, and Technical Acceptability: Experience Teaching Use of Equipment
1.Price
The Government will assess the prices of all acceptable offers to determine whether they are fair and reasonable. Award will be made to the offeror with the lowest evaluated price among the technically acceptable proposals.
Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness; a price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
Realism: Analysis the government uses to ensure the quoter understands the requirement. Quoting unrealistically low in price may be considered indicative of a lack of understanding of the complexity and risk in the contract requirements. Unrealistic offers may not be considered for award. The ability of the quoter to perform aspects of https://www.google.com/url?q=https%3A%2F%2Fwww.acquisition.gov%2F the anticipated contract from inception to completion will be considered as part of the overall "realism" evaluation.
Completeness: Completeness is compliance of the quoter with Addendum to FAR Provision 52.212-1, Instruction to Offerors.
Unbalanced pricing: Exists when, despite an acceptable evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Quotes that are determined to be unbalanced may be rejected if the lack of balance poses a significant risk to the Government.
2. Technical Acceptability: Brand Name
The Government will evaluate the Offeror's ability to provide the brand name printer models identified in Section 4.1.3 of the Performance Work Statement. These specific brand name printers are the only models currently certified by the Joint Manufacturing and Technology Center (JMTC) at Rock Island Arsenal for the production of Army components.
Evaluation will focus on the Offeror's demonstrated capability to supply the exact brand name equipment that has successfully completed JMTC's qualification and validation process, including structural integrity testing, repeatability assessments, and verification of part performance against military specifications (MILSPEC). Only the brand name models listed have been proven to consistently produce OEM equivalent, MILSPEC compliant components required for critical defense applications.
The Government will assess whether the Offeror can deliver the required brand name printers with a documented record of high precision, reliable, and repeatable output that aligns with Army manufacturing standards.
Because no alternate or substitute printer models have been certified by JMTC to meet these stringent requirements, only proposals offering the specified brand name equipment will be considered technically acceptable. Proposals offering non-brand name or "equal" products will be evaluated as unacceptable due to the technical risk, requalification delays, and potential noncompliance with Army production standards.
3. Technical Acceptability: Education (Degree Obtained)
This factor evaluates the offeror's formal education related to the operation, maintenance, and management of the equipment specified in the Performance Work Statement (PWS).
4. Technical Acceptability: (Experience with Equipment)
This factor evaluates the offeror's direct, hands-on experience operating, maintaining, and troubleshooting the equipment identified in the Performance Work Statement
(PWS). It assesses the depth of the offeror's technical knowledge, practical proficiency, and demonstrated capability to apply that expertise in real-world scenarios. The evaluation considers the qualifications of proposed personnel, including required certifications, operational experience, and proven ability to ensure personnel can meet required performance and safety standards when working with the specified equipment.
5. Technical Acceptability: (Experience Teaching Use of Equipment)
This factor evaluates the offeror's formal experience teaching others how to use the equipment effectively and safely as specified in the Performance Work Statement (PWS). It assesses the offeror's technical knowledge combined with demonstrated proficiency in developing and delivering training programs that ensure personnel meet required performance and safety standards. The evaluation considers the qualifications of proposed instructors, including required certifications, instructional experience, and proven ability to train personnel on the operation, maintenance, and troubleshooting of the specified equipment.
(b) Process: The Government will conduct an initial evaluation of all proposals to determine price acceptability and whether the proposed prices are fair and reasonable.
From the set of proposals found technically acceptable, the Government will then identify the offeror that most clearly demonstrates the capability to meet the requirements specified in Paragraph (1.6.12) of the PWS. As part of this determination, the offeror must show the ability to mobilize and begin performance promptly upon contract award.
Technical Acceptable and Unacceptable Ratings
Rating Description Acceptable Offer clearly meets all 5 evaluation factors of the solicitation.
Unacceptable Offer does not meet the minimum requirements of the solicitation.
Once that offeror is identified, the Government will perform a price-reasonableness analysis on the proposed price. If the price is determined to be fair and reasonable, the Government will make award to that offeror without further consideration of the remaining proposals.
