About this file

This is an Instructions to Offerors document for a catering services solicitation issued by the Ohio Army National Guard (OHARNG) for meal services at Defense Supply Center Columbus (DSCC) in Columbus, Ohio. The requirement supports Soldiers training within the State of Ohio and will result in one Firm-Fixed-Price contract awarded under NAICS code 722320 (Caterers) as a 100% Small Business set-aside. The contract is issued under FAR 13 simplified acquisition procedures. Offerors must be registered in SAM.gov and not appear on the Excluded Parties List System (EPLS). Written questions must be submitted to Contracting Specialist Brett Fruth at brett.a.fruth.civ@army.mil no later than 4:00 PM EST on July 22, 2026, and quotes must be submitted via email to the same address no later than 4:00 PM EST on July 24, 2026. Quotes are valid for 30 days after the solicitation closing date. Offerors are responsible for verifying receipt of their submissions, and the Government is not responsible for emails or attachments rejected by cybersecurity filters.

Award will be made on a best value basis using three evaluation factors weighted equally: Past Experience, Past Performance, and Price. Offerors must demonstrate experience providing breakfast, lunch, and dinner services at DSCC as the prime contractor and must provide cyclical meal requirements with no meal prepared more than once over the contract period. Past Performance will assess the contractor's risk of successful performance based on recent (within three years) and relevant contracts, with evaluation informed by SAM records, FAPIIS/CPARS, SPRS, and reference checks. Price will be evaluated against competition and the Independent Government Estimate. The Government reserves the right to award to other than the lowest priced offer and intends to evaluate quotes and make award without discussions, though clarifications may be requested to resolve minor issues or validate assumptions.
