About this file

This document is an Instruction for Offerors for a Request for Quotation (RFQ) issued by the Department of Justice Bureau of Alcohol Tobacco Firearms and Explosives for Audio Video Forensic Workstations (Solicitation Number: DJA-26-ASOD-PR-0243). The procurement is restricted to small business concerns only. Offerors must submit completed Government-provided Technical Specifications Worksheet and Pricing Worksheet with their quotation packages; failure to include both completed worksheets will result in disqualification from further evaluation. The technical worksheet requires offerors to specify manufacturer name, make, model, and description for each item submitted, though vendors may submit supplementary technical specifications. The pricing worksheet must be completed for one workstation per year across a three-year contract period and must be all-inclusive of all costs, including shipping.

The RFQ is evaluated on a "meets or exceeds" basis, with award authority to select other than the lowest-priced quotation if technical merit warrants a price premium, or conversely, to reject higher technically-rated quotations if premium pricing is not justified. Key vendor requirements include a minimum three-year standard warranty and a satisfactory performance record. The Government reserves the right to determine whether vendor pricing is realistic based on prior market research. Offerors are encouraged to provide additional documentation but must comply with submission of the Government's required worksheets to remain eligible for award consideration.

INSTRUCTIONS FOR OFFERORS –

Audio Video Forensic Workstations

1) This RFQ is for small business only.

2) Vendor is REQUIRED to complete and submit both the Technical Specifications Worksheet and the Pricing Worksheet with your submission packet. Failure to include completed worksheets will disqualify vendors to further evaluation. See below for additional guidance:

a. Technical Specification Worksheet – Complete the worksheet for each item you are submitting. Include Manufacturer Name, Make, Model and Description when applicable. Vendors are welcome to include their own technical specifications as an additional submission, but it does not replace the Government’s Technical Specification Worksheet which is required.

b. Pricing Worksheet – Complete the worksheet based on the cost of one (1) workstation for each year of the three-year contract. Vendors are welcome to include their own pricing worksheet as an additional submission, but it does not replace the Government’s Pricing Worksheet which is required.

3) Pricing must be all-inclusive (including shipping costs).

4) This is for meets or exceeds.

5) The Government has the right to determine if a vendor’s pricing is considered unrealistic or not based on the Government’s previous market research.

6) Vendor must be able to provide a minimum 3-year standard warranty.

7) Vendor must have a satisfactory performance record.

It should be noted that award may be made to other than the lowest priced quotation if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated quotation, if the Government determines that a premium price is not warranted.
