1.0 GENERAL PROGRAM DESCRIPTIONS

This is a Firm Fixed and Cost Reimbursable contract to provide a variety of subject matter expert services to support the Haitian National Police (HNP), as well as the United Nations Integrated Office in Haiti (BINUH), which also supports the HNP. The research included an analysis of current labor market rates for vendors offering professional services within the service scope identified by the North American Industry Classification System (NAICS) code 541990, covering Professional, Scientific, and Technical Services.

INL is actively seeking contractor support to advance the professionalization of the Haitian National Police (HNP) and its various sub-divisions, including the Directorate of Prisons (DAP), Border/Port Security, Tactical Units, Intelligence, Community Policing, Anti-Gang Development, and Justice Reform. This contract aims to strengthen the capacity of Haiti’s law enforcement corrections, and justice agencies to operate effectively under legitimate civilian authority. The initiative will focus on enhancing their ability to combat criminal threats and establish a secure, stable environment for the Haitian populace. Additionally, this support will target justice reform, improve access to justice, increase prosecution rates nationwide, and reduce excessive pretrial detention cases across the country.

1.2 Objectives

The contractor shall provide support in the following task areas: Subject Matter Expert Level Advisors-(SMEs), United Nations Police Advisors (UNPOL), Logistics support for the HNP School and Academy Facilities, and Special Projects that further the goals and objectives of this contract. The contract shall also provide the necessary Life and Mission Support services to the in-country Program Management Office (PMO) specifically for program management purposes. This shall include Life and Mission Support for in country operations and includes morale, welfare and recreational support for contract personnel. All operations and activities must align with the INL/PAP mission goals and objectives under the direction of the INL/PAP Director in coordination with the acting Contracting Officer Representative.

1.3 Background

Haiti established the Haitian National Police (HNP) in 1995 with the assistance of the United Nations, the United States, and other international partners. The HNP is the sole law enforcement agency responsible for providing security within Haiti. The United States has supported the HNP since its creation by providing training, equipment, mentoring, and infrastructure support. Since 1995, the HNP has grown in size, professionalism, and capacity to become one of Haiti's most trusted and respected institutions. However, the HNP is still underfunded, underequipped, and understaffed for its mission and must continue to strengthen itsinstitutional capacity to address significant threats from organized crime, narcotics trafficking, corruption, civil unrest, and increase of public trust, damaged due to the involvement of some HNP agents in gang operations.

UN Security Council Resolution 2476 of June 25, 2019, authorized the creation of BINUH, which opened on October 16, 2019. BINUH's mandate is to “advise the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights. This also includes assistance to the Government of Haiti with its efforts to reinforce the capacity of the Haitian National Police (HNP), including through training on human rights and crowd control, to respond to gang violence and sexual and gender-based violence, and to maintain public order,” among other tasks.

1.4 Scope
