Request For Proposal #RFP 324018 Title: Infrastructure Upgrades and Solar Array Installation for Closed Verona Landfill
1. Introduction
1.1. Summary
The Dane County (County) Department of Waste & Renewables (W&R) is inviting proposals for the design, permitting, construction, and operation of a solar array development to be located at the closed Verona Landfill
(4654 Maple Grove Drive, Verona, WI). The scope of work will include two categories:
Category 1: Landfill Infrastructure Upgrades
Phase 1: Site Assessment Phase 2: Site Assessment for Beneficial Use of Landfill Gas Phase 3: Permits Phase 4: Construction Documents Phase 5: Construction Oversight
Category 2: Solar Design, Construction, and Operations
Each category is detailed in the Scope of Work. Proposers may choose to respond to one or both of the categories.
W&R is responsible for the management and operation of Dane County owned landfills, a renewable natural gas
(RNG) facility, Clean Sweep (a household hazardous waste and electronics recycling program), a construction and demolition (C&D) recycling facility, and various other recycling programs for materials like tires and shingles.
W&R’s mission is to provide environmentally sound and sustainable waste management and renewable energy solutions for current Dane County residents and future generations.
The closed Verona Landfill is managed by W&R. The closed landfill is a part of a larger County complex which includes the Badger Prairie Needs Network, the Badger Prairie Health Care Center, Dane County Consolidated Food
Service, and Badger Prairie County Park. The four parcels being considered for solar array development are:
062/0608-141-8501-0 062/0608-141-8021-1 062/0608-141-9002-0 062/0608-141-9521-4
The landfill contains both a leachate collection system and landfill gas collection system (GCS). Until recently, the landfill gas was used in two combustion engines that had been producing 175 kW of power. The electricity was used to offset the electricity consumption of the Badger Prairie Health Care Center, Badger Prairie Needs Network, and Dane County Consolidated Food Service. The gas generated from the landfill will eventually decrease to a non-viable level for electrical generation. Dane County will maintain gas collection and electrical generation as long as it is environmentally and fiscally responsible.
Dane County has the goals of reducing greenhouse gas emissions by 50% countywide by 2030 and becoming carbon neutral by 2050. Dane County has the goal to be carbon neutral for county operations by 2030. A key objective in achieving these goals is transitioning Dane County’s electrical consumption to renewable energy sources. This transition to 100% renewable electricity was achieved by the County in 2024. The transition was accomplished through regional utility grid portfolio upgrades and Dane County renewable energy projects, such as the Yahara Solar Project and the Dane County Regional Airport Solar project.
An increase in electrical demand from growing County operations will require additional renewable electricity and is the primary motivation for this project.

3. Contract Term
The term for any PSA, DA, or MOU will be for a maximum of five (5) years from the execution date.
The term for the land lease will be a for a minimum of 20 years, with options to extend.
4. Design Requirements and Considerations
The following are to be considered in the design of the project.
4.1. Size of Solar Development
As the County’s operations expand with new construction and building expansions, additional renewable energy will be needed to maintain a 100% renewable status. The County estimates that development of a 3.0 MW system by 2027 will allow the County to maintain its commitment of a 100% renewable electricity but development proposals should maximize use of the available space. Excess MWs and their environmental attributes are available for negotiation.
• The estimated space available for solar array development at the closed Verona is 50 acres. To maximize beneficial use of the closed landfill and the efforts brought forth from this RFP, proposals should maximize use of available space while maintaining access to landfill infrastructure.
• Proposals will only be considered if they include a minimum 3.0 MW photovoltaic system.
4.2. Closed Landfill Integrity and Considerations
Project must maintain environmental integrity of the existing landfill cap and all designs will be subject to
Wisconsin Department of Natural Resources (WDNR) approval.
• The landfill was originally closed and capped in 1987. The cap consisted of 2 feet of compacted clay and 6 inches of topsoil.
• The landfill cap was reinstalled from 1992 to 1998. The existing cap consists of 2 feet of compacted clay,
1.5 feet minimum of rooting zone soil, and 6 inches of topsoil. The current landfill cap specifications can be seen in Attachment C
• In order to maintain the environmental integrity of the landfill cap, array anchors must follow a ballast design.
4.3. Wisconsin Department of Natural Resources (WDNR) Approval
All designs for closed landfill development are subject to WDNR approval. The WDNR has approved two solar array installations on closed landfills in the past (Attachment D). The first project received WDNR approval in 2017 for the Rock River Generating Station ash disposal facility and landfill. This project was a 2.1 MW system on 15 acres of closed landfill, using concrete grade beams as array anchors. The second project received WDNR approval in 2022 for the City of Milwaukee’s North College Avenue Closed Landfill. This project was a 2.25 MW system on
10.25 acres of closed landfill, using pre-cast concrete ballast blocks as array anchors.
The WDNR does not specify the design for solar array projects on landfills, however the following must apply to any completed project:
• Explosion proof.
• Accounts for potential settlement of waste.
• Maintains the final cover of the landfill and prevent erosion of final cover soils.
• Protects all engineered features of the landfill, such as monitoring wells, leachate collection system piping, and gas extraction system piping and gas wells.
• Maintains access to all engineered features of the landfill for County operation and maintenance purposes.
The WDNR approval process for development projects on closed landfills is further outlined on the WDNR’s website, linked here. (https://dnr.wisconsin.gov/topic/Landfills/development.html).
https://dnr.wisconsin.gov/topic/Landfills/development.html)
W&R is currently in the process of submitting an application to WDNR to modify the existing air permit to an ROP-
A air permit. This is expected to be completed prior to initiation of the project.
4.4. Existing Gas Collection System
The closed Verona Landfill has a gas collection system (GCS) that consists of 31 active gas wells with 6” diameter
High Density Polyethylene (HDPE) gas header piping that conveys the landfill gas to the blower and generator buildings. A map of the GCS is included as Attachment E. The average gas production is 125 standard cubic feet per minute and average gas composition is standard for the industry. All upgrades to the GCS infrastructure must be completed prior to installation of the solar array.
The County anticipates the following improvements will be required among other recommendations, following an assessment of the GCS:
• Installation or replacement of up to 6 gas extraction wells with required piping and drilling.
• Replacement of up to 1,000 feet of gas header or lateral piping.
• Installation of a pneumatic liquid extraction pump system, which must include air compressor and air supply piping.
• Replacement or repair of up to 31 wellheads for improved tuning and maintenance.
All solar designs must maintain access to gas wells and other key infrastructure. Solar arrays shall not compromise or negatively affect existing buried or above ground infrastructure.
4.5. Leachate and Gas Condensate Management
A 10,000-gallon leachate collection tank is located on the south side of the closed Verona Landfill. The tank stores the gas condensate collected in the GCS and the leachate that is collected from perforated piping installed at the bottom of the waste. The liquid is pumped regularly from the tank and hauled to Madison Metropolitan Sewer
District for treatment. A permanent connection to the sanitary system or replacement and upsizing of the tank will be required.
The tank is accessed from the southern access road and any solar array design shall maintain access to this tank.
A smaller tank is located on the northeast side of the landfill. This tank will need to be assessed for its value in continued use, necessary improvements, or abandonment as part of the Scope of Work.
4.6. Stormwater Management
There are no existing stormwater retention or detention basins on the site. The selected Proposer (Firm) will be responsible for identifying any stormwater analysis or upgrades that are needed for the project.
4.7. Existing Gas Migration System
The site includes two separate perimeter gas migration systems that monitor for the presence of landfill gas outside of the limits of waste. Each of these systems includes a small blower to prevent gas from migrating off site. These systems shall be integrated into any site control upgrades, alarms, or monitoring system. The detection sensors for these systems, as well as the control panels, must be included in the site assessment and evaluated for repairs or replacement as needed.
4.8. Existing Onsite Electrical Generation
The GCS system includes a blower that conveys the landfill gas to two CAT Engine generator sets (one (1) CAT 3412
Turbo Aspirated engine and one (1) CAT 3412 Natural Aspirated engine) and a combustion flare. The engines were originally installed in 1995 and rebuilt in 1997-1998.
For over 20 years, W&R helped reduce electricity costs for the Badger Prairie campus by generating renewable electricity from the landfill gas produced by the closed Verona Landfill. W&R sold electricity to the facilities for approximately $0.07/kWh. This is well below the utility’s current rate for electricity which is approximately
$0.12/kWh. A Power Purchase Agreement for any excess energy production with Wisconsin Power and Light
(WPL) has been in place for this electricity since 1995. The solar array must have a separate interconnect and interconnect agreement with WPL.
In May 2024, one of the generators’ controllers failed which made the unit inoperable. At that time, W&R continued to generate electricity with the backup generator while upgrades were investigated. The necessary site upgrades were estimated at over $1.5M which was not included in the 2024 budget. In July 2024, the remaining generator failed. W&R intends to make the required upgrades or replace the system to continue to generate electricity from the landfill gas if return on investment (ROI) can remain less than 10 years. Alternatively, W&R will consider proposals for third-party ownership of the landfill gas rights if it can be beneficially used and remain compliant with landfill monitoring and air permit requirements.
Upgrades or replacement of the onsite electrical generation equipment must include switchgear replacement with the following drawings and specifications:
• Tie breaker control and protection
• Generator control and protection
• Voltage regulators
• Fuel blending controls and protection
4.9. Environmental Attributes
W&R shall maintain ownership of any Carbon Credits, Renewable Energy Credits, or any other environmental attribute associated with at least the first 3.0 MWs of this project. Development proposals should maximize use of the available space. Excess MWs and their environmental attributes are available for negotiation.
For the purpose of this project, environmental attributes are defined as:
• Carbon Credits are defined as o (a) any carbon offset, carbon sequestration, or carbon utilization credits or certificates, emission reduction credits, emission allowances, green tags, tradable renewable credits or Green-e products related to carbon markets; and o (b) any other carbon market-based benefit and resource.
• Renewable Energy Credits (RECs) are defined as any credit or certification, emission reduction credit, or other generation credit associated with renewable energy production.
4.10. Prairie Planting
W&R has created over 120 acres of native prairie and was the first landfill in Wisconsin to obtain WDNR approval for a native prairie seed mix on a large portion of landfill cover. The native seed mixture approved for use on the
Dane County Landfill Site No. 2 is included in Attachment F.
Unless technically or economically prohibitive, the solar array development must use native prairie seed mix upon restoration and reseeding. Upkeep and maintenance during the establishment period, typically the first 3 to 5 years, will be required. Please indicate in your Proposal if you believe it will be technically or economically prohibitive.
4.11. Funding
Past County solar projects, such as the Yahara Solar Project, are structured such that the County leases the land for solar array development and in return, the County gains ownership of project generated environmental attributes, such as RECs, and their value. The Leasee, or their subleasee, funded and owns the solar array and is responsible for solar array interconnection, infrastructure, operation, and maintenance but in exchange retains ownership over the generated electricity and its value.
The County projects a need for a 3.0 MW solar array to meet its renewable electricity goals. The estimated space available for solar array development at the closed Verona is approximately 50 acres. To maximize beneficial use of the closed landfill and the efforts brought forth from this RFP, proposals should maximize use of available space while maintaining access to landfill infrastructure. Excess MWs and their environmental attributes are available for negotiation.
W&R also intends to leverage all available funding sources for this project, including but not limited to the Inflation Reduction Act (IRA) Section 48E Clean Electricity Production Credits or Section 45Y Clean Electricity Production Credits and the bonus for brownfield developments as well as any other relevant tax credits or incentives. If the successful Firm’s business model results in the Firm funding, developing, and/or owning the solar array, the County is open to creative agreements to make use of any funding sources that are only available to municipal government entities, if any such funding sources exist.
