About this file

This document is a Questions and Answers (Q&A) transcript from an Industry Day for two related federal contract opportunities: Expeditionary and Range Systems (E&RS) Hardware and Field Services Support, and Shipboard Landing Systems Integration and Installation Support Services (SLSI&I). The event was hosted by Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) on May 21, 2025.

Key details include current incumbent contractors (KBR Wyle for E&RS, BAE for SLSI&I), the contract's focus on technical support for air traffic control and aerospace management systems, and shipboard landing systems. The government will utilize the Highest Technically Ranked Offer (HTRO) approach under FAR 16.505 with no best value trade-off. The total evaluated value is $57M, with work volume expected to increase in option years. The draft Request for Proposal (RFP) is anticipated to be published in FY25 Q4 for E&RS HW/FS and FY26 Q2 for SLSI&I. Subcontractors will be primarily funded through labor, with an 8% fee cap, and the prime contractor will choose subcontractors based on their own determinations.

05/21 E&RS and SLSI&I - Industry Day Q&A

Q: What are some of the systems currently supported?

A: IRSS, ROM Sponsor – air & ground situational awareness

Q: One-offs or full reproduction?

A: Full Production

Q: What is the biggest headache or challenge currently?

A: Nothing specific, just keeping supporting the mission at the forefront for sustainment.

Q: Do you do local supply chain analysis? Repair chain analysis?

A: Yes, because all is government owned.

Q: Who are the incumbents:

A: KBR Wyle for both E&RS contracts being consolidated. BAE for SLSI&I.

Q: We looked at the draft RFO released yesterday, some of the Key Personnel don’t have hours until Option Year 4, and some of the different locations hours are not until later years. Specifically Jacksonville, FL currently has a key there now, but the draft doesn’t list a Key Person in Jacksonville, FL? What is the expectation for how companies can propose?

A: Please see final RFO for updates.

Q: When it comes to SeaPort, what is the advantage that the Government sees in using?

A: During the acquisition strategy planning for this requirement, the Government determined this was the best contract vehicle for this requirement in accordance with the procurement regulations and policies.

Q: What about the limitations in SeaPort when it comes to the use of subs, limitations seem to be built in?

A: There aren’t exactly limitations, it’s just an 8% cap on fee.

Q: When do you expect the final RFO to be released?

A: To be determined, we just posted the draft for E&RS HW and with today’s industry day we will need time to field the questions received, time to compose answers, and work any revisions that are deemed necessary in the RFO.

Q: Is fee on material a possibility on this?

A: No

Q: Draft mentions the hybrid positions to be 50 miles, how does that affect folks to be proposed? Some of the locations listed in the P1 are different than where the work is being performed – for example the current work being performed in Townsend, is that being covered in what the P1 lists as Beaufort? Because they are not the same.

A: Please see final RFO for updates.

Q: Do you have a list of Hardware/Software systems posted to identify what will be maintained with this work?

A: Yes, they are well defined in the SOW.

Q: With the replacement/consolidation contract (E&RS) is providing the minimum labor rates establishing fair and reasonableness?

A: The Government utilizes the minimum direct labor rates for the cost realism analysis.

Q: With HTRO evaluation are you giving a list of all Key Personnel needed?

A: Yes, all LCATS and hours to include Key Personnel are defined in the RFO.

Q: What about Past Performance?

A: Past performance is not currently listed in the Draft RFO for E&RS HW.

Q: How do you determine who proposed better in your evaluation?

A: The Government will evaluate offers in accordance with the evaluation criteria in the RFO. Generally speaking, under the HTRO approach under FAR 16.505, the Government will select the offer that is the Highest Technically Ranked Offer at a fair and reasonable price. Under the HTRO approach, there is no best value trade-off.

Q: Facility requirements within 50 miles, and having a room for up to five people with a VTC was shown on the draft RFO? Can you be more specific in the details for this?

A: Please submit a formal question with a paragraph reference.

Q: Total evaluated value of $57M is shown on the draft RFO, does this take into account the delay of some positions not starting until later years?

A: Yes, P1 applies escalation and hours effectively so that you can propose at or above the minimum rates provided.

Q: Are the majority of subcontractors funded through labor or through ODCs? How are subs provided/determined? If we win and want to use different subs, can we?

A: Labor. The prime contractor chooses what subs they are hiring based on their own determinations, rate sheets are used.

Q: How do we figure out the existing hardware systems with proprietary info?

A: Systems are defined within the SOW. Proprietary Information release is restricted.

Q: From one contract to the next, does the work remain even/ level or is it closely increasing?

A: Increasing

Q: Are technical responses to sample tasks 10 page hard limits?

A: No, the page limits are recommendations.

SLSI&I

Q: How long are the installs?

A: Depends on the complexity of the change. It could be a small field change or ripping an old system out and replacing it with a new system which is more complex.

Q: What is the biggest challenge with the work?

A: Staying up-to-date with shipboard installations because things are constantly changing.

Q: Is WOLF doing the RFO strategy for all upcoming requirements? If so – how are you evaluating?

A: Not for all, but many requirements have started going that way. We will be utilizing the HTRO approach with no best value trade-off under FAR 16.505.

Q: Who is the incumbent?

A: BAE

Q: For the CLIN structure, how do you see that going – any considerations for FFP instead of

CPFF?

A: No

Q: We want to learn more about ceiling? In looking at the LRAF there is a large jump?

A: Increase in the requirements.

Q: How does Past Performance weigh in? With the increased use of AI, how can it be determined that companies aren’t using an AI tool to write to their sample task but they cannot substantiate or prove they’ve actually completed the work before? For safety purposes?

A: The Government is not utilizing Past Performance as a non-cost evaluation factor.

Q: Can management approach be added in as evaluation criteria?

A: The Government will utilize Sample Tasks and Key Personnel under the Technical Factor.

Q: What is the purpose of the use of SeaPort?

A: During the acquisition strategy planning for this requirement, the Government determined this was the best contract vehicle for this requirement in accordance with the procurement regulations and policies.

Q: What is the RFO posting date?

A: A draft should be posted in the near future, please continue to monitor Seaport.

Q: Will the work increase with option years?

A: Yes

Q: Does the vendor need to have the industry requirement on day 1 or is there a transition period?

A: We will state the start date for the warehouse requirement in the final RFO release.

Q: Will situational telework be defined in the RFO or is telework going away?

A: Yes, situational telework will be defined and explained.
