About this file
This is a PowerPoint Industry Day Brief for two related contract opportunities by the Naval Air Warfare Center Aircraft Division (NAWCAD) at Webster Outlying Field (WOLF). The first opportunity is for Expeditionary and Range Systems (E&RS) Hardware and Field Services Support, which will provide technical, maintenance, installation, and project management support for air traffic control and aerospace management systems. The second opportunity is for Shipboard Landing Systems Integration and Installation Support Services (SLSI&I), offering fleet support, systems development, software maintenance, and quality assurance support.
The Industry Day is scheduled for May 21, 2025, from 12:30-3:00 PM EST at NAWCAD WOLF in St. Inigoes, MD. The contract strategies involve Cost-Plus-Fixed-Fee (CPFF) Term labor Task Orders under SeaPort-NxG, with performance periods from June 2026 to June 2031. The anticipated work will be predominantly performed at government sites across multiple military bases in the United States and territories, with approximately 88-91% of work at government locations. The contracts are full and open, with no specific socio-economic set-asides, and will follow a streamlined evaluation process under FAR 16.505. Registration for the Industry Day is required by May 14, 2025, with a limit of two attendees per company.

ATC&LS Division Overview
Provide cradle to grave support for Air Traffic Control and Landing Systems (ATC&LS) in military operational environments. Our in- service engineering tasking provides the means that ultimately reduces life-cycle cost and improves readiness while providing a smooth and continuous flow of advanced technology to the Fleet.
The ATC&LS Division has operated as the ATC&LS Center of Excellence for over 40 years. We act as the Lead System Integrator for ATC&LS on ACAT and Non ACAT ATC&LS programs while providing quick and agile prototyping solutions to respond to urgent needs requirements. Technology and tools applied include FPGA/VHDL, Real Time Software Development, and MATLAB. ATC&LS also provides Subject Matter Expertise and System Engineering to PMA sponsors to ensure successful ATC&LS design and integration.
Shipboard ATC and Landing Systems Capabilities Our goal is to provide ATC and Precision Approach and Landing capability at sea to bring the warfighter back safely. The Air Traffic Control Division is at the forefront of developing, integrating, and testing the Navy’s future shipboard ATC and landing systems.
Air Integration experience with a wide variety of military and commercial Global Positioning System (GPS), Inertial Navigation System (INS) and Embedded GPS/INS systems (EGI). Ship Integration Laboratory (SIL) emulates/hosts the various ship stations (CATTC, LSO Station, PriFly, Mission Control Element [MCE]) and equipment (Automatic Carrier Landing System [ACLS]/SPN-46, JPALS, ADMACS, ICLS, AN/SYY-1) that provide risk reduction testing prior to the actual shipboard integration phase. This testing can be performed with a number of surrogate platforms from mobile ground assets to various military and commercial airframes with the adjacent runway facilities.
Mission Statement About Us Featuring Information:
Shore and Expeditionary ATC and Landing Systems Capabilities Our goal is to provide shore and expeditionary ATC and Landing capability to shore and mobile forces. The Division is at the forefront of developing, integrating, and testing the Navy’s and Marine’s future shore and expeditionary ATC and landing systems.
Shore and expeditionary ATC and Landing Systems include:
Air Traffic Navigation, Integration and Coordination System (ATNAVICS) Air Mobile TACAN (AMTAC) Standard Terminal Automation System (STARS) FACSFAC Air Control Tracking System (FACTS) Integrated Range Status System (IRSS) Combat Reporting Center Simulation Package (CRCSP) Shore Instrument Landing System (ILS) Shore Instrument Landing Carrier System (ICLS)
