About this file

This is a Presolicitation/Industry Day notice for a federal construction procurement. The U.S. General Services Administration (GSA), Public Buildings Service, is hosting a virtual Industry Day on August 26, 2026, from 10:00 AM to noon Mountain Time to brief interested firms on an upcoming design-bid-build construction project.

The project involves establishing a turnkey U.S. Passport Office for the U.S. Department of State at the Wallace F. Bennett Federal Building in Salt Lake City, Utah. The scope encompasses approximately 48,000 square feet of construction, including a new 30,000-square-foot U.S. Passport Office, tenant improvements to relocate five existing tenant agencies, modifications to accommodate an ADA-compliant restroom for a sixth tenant agency (U.S. Department of Health and Human Services), and renovation of the building lobby with security screening enhancements. A seventh tenant agency will relocate under a separate contract requiring coordination due to project sequencing. The procurement will be issued as an unrestricted solicitation with contract award anticipated in March 2027. The general contractor will be responsible for overall project execution and management while maintaining public access, continuous security screening operations, building functionality, and ongoing tenant operations throughout the phased construction work. The anticipated period of performance is approximately 22 months, with an estimated dollar value between $20,000,000 and $30,000,000. Registration is required by August 21, 2026, at 2:00 PM Mountain Time and is open to American citizens and foreign nationals employed by American-based contractors. The Industry Day agenda will cover project overview, scope and requirements, acquisition strategy, procurement schedule, evaluation approach, and a question-and-answer session.

U.S. Passport Office Industry Day

The U.S. General Services Administration (GSA), Public Buildings Service, is hosting an Industry Day on Wednesday, August 26, 2026, from 10:00 AM - noon Mountain Time for firms interested in the upcoming U.S. Passport Office design-bid-build construction procurement.

This event will be conducted virtually via Google Meet.

Project Description: GSA intends to procure a firm-fixed-price, design-bid-build construction project to establish a turnkey U.S. Passport Office for the U.S. Department of State at the Wallace F. Bennett Federal Building in Salt Lake City, Utah.

The project includes approximately 48,000 square feet of construction consisting of:

● A new 30,000-square-foot U.S. Passport Office;

● Tenant improvements to relocate five existing tenant agencies;

● Modifications to space occupied by a sixth tenant agency (U.S. Department of Health and Human Services) to accommodate a new ABAAS-compliant restroom; and

● Renovation of the building lobby, including security screening enhancements.

A seventh tenant agency will relocate under a separate construction contract. While outside the scope of this procurement, coordination with that effort will be required due to project sequencing.

Because the Bennett Federal Building will remain fully occupied throughout construction, the contractor will be required to execute the work in coordinated phases to maintain public access, continuous security screening operations, building functionality, and ongoing tenant operations while minimizing disruptions.

Acquisition Overview: This procurement is being delivered using the design-bid-build methodology. The Government will competitively procure and award a construction contract to a general contractor responsible for the overall project execution and management. Contract award is anticipated in March 2027.

The Government will issue the solicitation as an unrestricted procurement.

The anticipated period of performance for the construction services is approximately twenty-two

(22) months. The estimated dollar value of the construction services is between $20,000,000 and $30,000,000.
