About this file
This is a Questions and Answers document from the U.S. General Services Administration (GSA) issued in connection with an Industry Day event for a construction project. The document addresses contractor inquiries regarding project scope, funding, labor requirements, and small business participation.
The anticipated period of performance is approximately 22 months, targeting completion in late Q4 2028 or early Q1 2029. The Government has confirmed that full funding is currently allocated for the project. The General Contractor will be responsible for remediation work, with certain remediation activities potentially performed in advance of the construction contract. Davis-Bacon Act requirements will apply to the project; however, a Project Labor Agreement is not anticipated because the estimated construction value falls below the $35 million threshold. The Government will provide interested contractors with an opportunity to visit the project site in connection with the pre-proposal conference. Solicitation-specific small business subcontracting goals and Small Business Subcontracting Plan requirements have not yet been established for the Industry Day but will be identified in the formal solicitation. The document concludes with a notice stating that these responses are provided for informational and acquisition-planning purposes only and do not constitute a solicitation, contractual commitment, or authorization to incur costs.
