About this file

This file is an Industry Day presentation slide deck for a federal construction procurement. The U.S. General Services Administration (GSA), Public Buildings Service, is procuring a firm-fixed-price, design-bid-build construction project valued at $20M-$30M to establish a U.S. Passport Office at the Wallace F. Bennett Federal Building in Salt Lake City, Utah. The project encompasses approximately 48,000 square feet of construction, including a new 30,000-square-foot Passport Office, tenant improvements to relocate five existing federal agencies, modifications to a sixth agency's space (U.S. Department of Health and Human Services), and renovation of the building lobby with security screening enhancements. The construction must occur while the building remains fully occupied, requiring phased execution to maintain public access, security operations, and ongoing tenant operations with minimal disruption. NAICS code 236220 (Commercial and Institutional Building Construction) applies to this procurement.

The solicitation will be released in late September or early October 2026 to SAM.gov, with technical and price proposals due in late October or early November 2026 (30-45 days after solicitation release). Contract award is anticipated in March 2027. Evaluation will follow a best-value tradeoff approach, with non-price factors significantly more important than price. Evaluation criteria include: Past Experience of the General Contractor (30%), Past Performance (25%), Technical and Management Approach (20%), Key Personnel Qualifications (15%), and Small Business Participation Plan (10%). Security requirements include Facility Security Level 3, with HSPD-12 Tier 1 background investigations required for supervisors and REAL ID for workers. The project involves coordination with the Department of State's Office of Consular Affairs and requires adherence to facility constraints including limited working hours (0600-1800 for government occupancy) and restricted access for heavy equipment.

Project History & Background

The Wallace F. Bennett Federal building was selected based on its downtown location and occupancy. Since Passport Office will receive the majority of the building’s visitors, it will occupy the 1st and 2nd floors of the building.

Additionally, the Bennett Building will receive an updated main lobby and HVAC upgrades.
