About this file

This is a Presolicitation announcement for an Industry Day regarding the relocation and protection of the Fort Caroline Memorial at the Timucuan Ecological & Historic Preserve in Florida.

The National Park Service seeks to gather industry knowledge regarding an opportunity to relocate the Fort Caroline Memorial and provide mitigation measures to protect the site from future storm events following Hurricane Ian damage in September 2022. The NPS has awarded an A&E Task Order (140PS126F0056) to Houser Walker Architecture LLC in FY26 for design work, which will be followed by a Construction Contract. This Industry Day is intended to inform the government, enhance the design process, and potentially affect the scope of the resulting follow-on construction contract. Up to eight interested firms will be accommodated in one-hour slots on October 14-15, 2026, at the Timucuan Ecological & Historic Preserve in northeast Florida. Registration is completely voluntary and requires submission of full name, company name, and email address to Cole Johnson, Contracting Officer, at Cole_Johnson@ios.doi.gov by October 7, 2026. The government has six slots available from 9:30 AM to 4:00 PM ET on October 14 and two slots available from 12:30 PM to 1:30 PM ET on October 15. Slot selection will be made on a "first come, first served" basis based on email receipt timestamp. Attendance is limited to three people per contractor group (which may comprise prime contractors, subcontractors, etc.). All costs associated with attendance, including meals, airfare, and incidentals, are the responsibility of attendees, as no government funds are currently available for such expenses.

TIMU FT CAROLINE INDUSTRY DAY

October 14 & 15th 2026

The National Park Service (NPS) seeks to gain knowledge from the industry regarding an exciting opportunity to relocate the Ft. Caroline Memorial.

This is not a Solicitation and there are no funds available for this effort with which the government can obligate against a contract or agreement, written or otherwise.

This announcement is being made to secure up to eight (8) interested firms in 1-hour slots as part of an Industry Day prepared at the Timucuan Ecological & Historic Preserve (NPS) on 10/14 and 10/15/2026.

Registration and attendance is completely voluntary.

Background:

Timucuan Ecological and Historic Preserve protects the natural ecology of over 46,000 acres of lands and waters and over 6,000 years of human history along the St. Johns and Nassau rivers in northeast Florida.

In September 2022, Hurricane Ian, a category 3 storm, made landfall at Fort Caroline damaging the existing site. Due to these damages, the park is now unable to protect the natural ecology of land and water successfully along with the 6,000 years of human history.

A&E Designs are currently underway via National Park Service A&E Task Order 140PS126F0056, awarded to Houser Walker Architecture LLC, in FY26. The resulting designs will be followed up with a Construction Contract to repair damages that occurred because of Hurricane Ian as well as provide mitigation measures to protect the Fort Caroline exhibit from future storm events. This Industry Day serves to better inform the government, improve/enhance the design process, and may directly affect the resulting follow-on construction contract scope.

Fort Caroline memorializes the French colonists who came to North America during the 16th century seeking religious freedom, wealth, and territorial expansion. The current exhibit provides visitors with a representation of what the actual Fort is thought to look like. The actual Fort location is lost to history and no French and Spanish artifacts or features have been located. The location of the Fort Caroline exhibit in relation to the St. John’s River is highly vulnerable to storm surge, and frequent flooding from King tides.

Registration Requirements:

No later than October 7, 2026, all prime contractors, subcontractors, material suppliers and other vendors who plan to attend the construction contractor industry day will need to provide their full name, company name and email address, which is required for attendance. Participants will not be admitted to the event without prior approval. Attendance of contractor personnel will be limited to 3 people for each contractor group (may comprise of a prime, subcontractor, etc).

To register, please email Cole Johnson, Contracting Officer, at Cole_Johnson@ios.doi.gov by the date specified with the requested information stated above.

The NPS is limited to 8 slots; these time/date assignments are non-negotiable. Once the 8 slots are filled, the NPS must respectfully turn away any additional respondents. The CO will book registrations based on the date/time stamp of the registration emails received. “First come, first served.”

Meeting Date and Times

The government has 6 slots available from 9:30 to 4:00 PM ET on 10/14/2026 and 2 slots available from 12:30 to 1:30PM ET on 10/15/2026. Selection of a slot will be made by the CO and is non-negotiable.

Contractor meetings will be an hour and will be based on number of contractor respondents, with a maximum limitation of 8 total respondents.

Upon registration, a confirmation email, along with an agenda with time and meeting locations will be sent out to each firm who successfully secured a slot. The CO will keep all registration attempts in case a registered firm decides to cancel or withdraw. The CO will fill cancellations based on the next contractor’s registration request, in sequential order of receipt to the CO’s inbox.

Personal Protective Equipment (PPE):

This visit may involve short walking on some rough surfaces but flat or nearly flat terrain. Recommend bringing sturdy shoes. In addition, it rains in Florida – recommend brining umbrellas or rain jackets as weather can differ greatly throughout the day.

Obligations of the Government:

Registering for this Industry Day is completely voluntary.

Similar to the rules governing “contractor costs for proposals,” any costs associated with the Industry Day, to include meals, incidentals, airfare, rentals, etc. are the responsibility of the attendees. Request for payment for attendance costs will not be granted or honored, as funds are not presently available and such costs are determined by the CO to be “non-allowable costs.”
