About this file
This is a Facility Program document for the Seminole County Board of County Commissioners' proposed Indoor Sports Complex, which solicits comprehensive architectural and engineering services for planning, design, permitting, and construction administration. The project encompasses a multi-use indoor sports and event facility spanning approximately 161,000 to 178,500 gross square feet, designed to support athletic tournaments, community events, and large-scale gatherings with simultaneous programming capability. The facility program includes a primary sports hall configured for 10 basketball courts and 22 volleyball courts with retractable netting systems, an event hall with a championship court and retractable seating for up to 2,500 spectators, an outdoor beach volleyball complex with 25 sand courts, and approximately 900 parking spaces with optional structured parking alternatives. The program also incorporates administrative offices, multipurpose meeting rooms, food service and concessions operations, second-level mezzanine and track spaces, and site infrastructure including utilities, stormwater management, landscaping, wayfinding signage, and security systems. The design priorities emphasize operational flexibility, efficient circulation, revenue generation opportunities, and minimization of operations and maintenance costs.
The project budget is to be presented as a comprehensive turn-key delivery cost, inclusive of professional design and preconstruction services, owner representation, athletic equipment systems, furnishings and audiovisual systems, permitting, impact fees, and regulatory fees. The site development program assumes structural fill requirements, a minimum 2-3 lane elevated walking track, perimeter fencing, LED-illuminated parking areas, dedicated vendor staging with 18-wheel truck capacity, covered outdoor seating with food service integration, and potential off-site infrastructure improvements including utility capacity upgrades and traffic signalization. The facility is positioned as a regional destination capable of hosting large-scale tournaments while supporting community programming and special events, with design considerations for flexible simultaneous multi-event operations and clear separation of public, participant, and service functions.

Seminole County Indoor Sports Complex Facility Program
Project Objective Seminole County intends to develop a multi-use indoor sports and event facility designed for operational flexibility, high-capacity events, and simultaneous programming. The facility will support athletic tournaments, community events, and large-scale gatherings while maintaining efficient circulation, visibility, and revenue-generating opportunities. Minimization of operations and maintenance costs should be factored into the design.
Site Development Program The site is planned to support high-volume traffic, event logistics, and spectator access, with clear separation of public, participant, and service functions.
Key Site Elements:
• Paved surface parking for approximately 900 vehicles, and/or as required by code. Include infrastructure required for automated paid parking and access management o Design of traffic flow should minimize conflicts and promote efficient queuing o Paved parking to be illuminated with LED fixtures o Optional structured parking (900 spaces) in place of surface parking
• Infrastructure required for a stabilized overflow parking, minimum 400–500 vehicles
• Dedicated bus, van, and rideshare drop-off loop at the main entrance
• Designated vendor and semi-truck staging area with access to loading zone
• Covered outdoor seating is integrated with concessions and food truck zones
• Loading Zone / Maintenance Area included for access to building complex; must have multiple 18-wheel truck capacity for loading and access
• Informational and wayfinding sign package to be included. Should be themed appropriately to architect’s overall design
• All required utilities –water, sewer, electrical service – as well as infrastructure requirements, such as appropriately-sized stormwater ponds, are included. Perimeter walking trail
• Site should be fenced for appropriate security, as well as installation of site cameras for law enforcement/safety monitoring
• Site landscape should be Florida-friendly utilizing appropriate irrigation
Outdoor Beach Volleyball Complex:
• Twenty-five (25) sand courts with lighting and sound system, sizes and specifications appropriate for tournament play
• Spectator accommodations to include bleachers and shaded seating areas/pavilions
