About this file
This document is a question set related to a Request for Proposal (RFP) issued by the Illinois Secretary of State (ILSOS) for Self-Service Kiosks (B-41311). The RFP seeks qualified offerors to establish a contract for the development, installation, operation, and maintenance of a network of self-service kiosks throughout the state of Illinois to perform various customer transactions. The kiosks will be a self-funded project, with a per-transaction fee passed on to the user. The document provides clarification on various aspects of the RFP, including the annual volume of vehicle registrations by channel, the potential removal of Appendix A requirements, the anticipated award date, and the need for references. The RFP has been extended to February 23rd at 2:00 PM.
The document also indicates that ILSOS reserves the right to negotiate changes to Appendix A with the awarded vendor, as long as the stickers produced still meet the required color, security, performance, and quality standards. Vendors are asked to submit a description and samples of the proposed stickers that will be printed from the kiosks. Additionally, the document addresses questions related to credit card data transfer, duplicate transactions, and other contractual requirements.

ILSOS Self Service Kiosks B-41311 Question Set 1
1. Could ILSOS provide a breakdown of the 11,000,000 annual vehicle registrations by channel? For example, X amount online, X at DMV offices, and X amount at Electronic Registration and Title (ERT) Services Providers?
ERT VENDOR
3,210,325
INTERNET SOS
3,471,044
MAIL IN RENEWAL TRANSACTIONS
30,851
IVR PHONE
35,795
SOS FACILITIES
3,968,305
2. Appendix A contains specifications for Pressure Seal production of registration forms which is only possible through centralized mailroom production facilities. The equipment needed for Pressure Seal production of registration forms is far larger than the physical footprint of a kiosk thus making this requirement impossible to meet in a kiosk program. May we suggest the removal of Appendix A and replace with a requirement that the vendor propose a solution for on-demand vehicle registration printing that meets or exceeds both industry and The Office of the Secretary of State standards for vehicle registration issuance?
Appendix A reflects the current standards and requirements for pressure-sealed sticker production. ILSOS reserves the right to negotiate changes to Appendix A with the awarded vendor as long as the stickers produced still meet the color, security, performance, and quality standards required for use and application.
Vendors should submit a description and samples with its bid of the proposed stickers that will be printed from the kiosk.
3. Could ILSOS provide an anticipated award date for this RFP?
ILSOS anticipates moving forward on this as quickly as possible. There is no guaranteed or estimated start date.
4. C.10.1 Can the state please confirm that there is not an additional attachment required for the Offer on the final checklist?
This is correct. There is not an additional attachment required.
5. A.18. Can the State please provide References form that would be found in Section 3, Part J?
ILSOS is not requesting references for this bid.
6. Appendix A: pg. 1 - 1.1: Number Format - Identifies in paragraph #1 “to be printed on the form”. The form is not defined by material, paper grade, size or construction. There is also no identification of variable imaging format (laser or TT?) .
Number formatting will be negotiated after contract award.
7. Appendix A: pg. 1 - 1.2: 1.2 Bar Code – Assuming these will be variably imaged. Need to know if there are any static printed barcodes, and what Symbology is needed (i.e. 3 of 9, PDF 419 (2D), MOD 10 consecutive, etc.)?
Bar code specifications are outlined in Section 1.2 of Appendix A
8. Appendix A: pg. 1 - 1.2.1: References are made to a “pressure seal” form and sealing and mail sorting properties. Imaging type needs to be established. Recommended type is Thermal Transfer in a kiosk for the following reasons:
• Smaller form size within kiosk (can hold more registrations vs 8.5.x 11…less maintenance)
• Less chance of jams within a kiosk (lower maintenance)
• Stiffer carrier material (more dependable processing in kiosk) Appendix A reflects the current standards and requirements for pressure-sealed sticker production. ILSOS reserves the right to negotiate changes to Appendix A with the awarded vendor as long as the stickers produced still meet the color, security, performance, and quality standards required for use and application.
Vendors should submit a description and samples with its bid of the proposed stickers that will be printed from the kiosk
9. Appendix A: pg. 4 - 1.2.9.e: Is this required with the RFP response, or can it be submitted upon intent to award letter or later This will be required during the proofing process after award.
10. Appendix A: pg. 7 - 1.2.16: Proofs - Clarification Needed.
The proofing process will happen after award.
11. D.2.79: Since we would be integrating with your Merchant Account, we wouldn't be in control over the merchant moving to your bank account. Can this question be reworded or struck?
To reword: Credit card data should be transferred to our Merchant Account no later than next day of the original transaction.
12. D.2.82: Not being the merchant account for this, can this requirement be struck? Since the KIOSK supplier is receiving authorization but charge backs come to the merchant. I understand duplicate charges would be our responsibility.
This language can be reworded to: In case of a duplicate transaction, Contractor will be responsible for the transaction amount and any other applicable fees.
13. Can an extension be requested for this bid?
This has been extended to February 23rd at 2:00 PM.
